Research On The Safety Supervision Of Urban Public Elevators From The Perspective Of Public Safety

With urbanization in China speeds up, elevator use is common for people and it facilitates people's trip and improves service quality. Meanwhile, elevator receives extensive concern for its potential risk and each one has to face safety problem posed by using elevator. Bu the end of 2015, the total number of elevators is 425.96 and elevator total number, annual output and annual growth output top around the world. In China over 200 million people take elevators and there were 257 elevator incidents resulting in the 278 death in 2015. In addition to frequent incident as trapping and falling, elevator safety issue is increasingly obvious and it tests public safety, exerting big social negative effect.Public elevator safety supervision is a basic task of implementing public safety by local governments, public elevator safety concerns situation of living and work in peace and its safety will enhance people's sense of safety and happiness. In recent decade, Chenggong District completed a transformation from rural areas to urban areas in New Kunming Development Strategy. The number of elevators has increased from 90 to 3700 since 2003, and annual rate of growth remains over 20%. In other word, Chenggong is a typical area in China's urbanization.Based on national public strategy implementation, the present paper chooses Chenggong District as research object, making survey about elevator safety status by using approaches of literature, theoretical analysis and supervision practice based on public safety administration theory. Then the paper analyzes the existing problems and draws beneficial experiences, looking for an effective elevator safety supervision measures and solving conflict between rapid growth of elevators and ineffective administration. By doing it, relevant departments are able to improve theory level and supervision practice level and offer first-hand data to local government.
