Research On The Management Of Public Urban Parks From The Perspective Of Public Administration

With the rapid development of economy and social civilization in China,the level of the urbanization process and people's living standards have been greatly enhanced.Therefore,public urban parks have become an inevitable tendency with an increasing number of needs of urban parks from citizens.Nowadays,it's getting more and more popular for the parks to be free to citizens.Public urban parks provide people with places for rest and entertainment,enrich the urban green space system,make the city more beautiful and attractive and improve the overall urban competitiveness.However,as time goes by,many problems appear gradually related to the free urban parks,such as shortage of funds,insufficient activity space and public facilities,increased management difficulty,noise pollution and imperfect law system,etc,which seriously restrict the sound development of public urban parks.How to improve the management of parks and the service quality to the public is an important issue in front of the government and administrators of the parks.The paper summarized the existing domestic and international literature,relevant theory and cases of domestic and foreign public urban parks,used the inductive analysis method and case analysis method to study,and analyzed our public urban parks existing problems and causes from the three aspects of theory,data and methods profile.Then,combined with the actual work situation of the author,the paper conducted the satisfaction survey of Zibo people's Park by the way of questionnaire survey,analyzed the satisfaction indicators with the Fuzzy Comprehensive Evaluation method,summarized the existing management problems and causes from the perspective of the qualitative and the quantitative analysis.Finally,the paper used the public management theory and intensify the regulation from the government departments,park optimization operation management,put forward the relevant countermeasures and suggestions based on knowledge of public management from the perspectives of increasing the regulation of the government management department,optimizing the management of urban parks and the third sector's assisting in management.The object of the paper is to enhance the utilization of the common resources of the parks,bring every function of the parks into fully play,serve the citizens well and bring social,ecological and economic benefits to the development of the city.
