Urban public transportation is an important part in the whole urban traffic and transportation and urban system, which is the necessity offspring of city development, it is the key role of relating the people's livelihood, society production and circulation and accelerate urban development. In the tendency of developing the urban public transportation system, all of the world are faced with new challenges and problems of traffic safety and service level decreasing, so, researched the circumstance and problem of urban public transportation, the effective and feasible measure of innovation on public transportation system must be adopted timely, it is the only way to develop public transportation in currency, and which is the valuable study.Based on the present studies of developing urban public transportation, this paper analyzed the abroad and domestic circumstance of urban public transportation, and pointed out its gap, simultaneity combined the time, space and form characteristic of urban public transportation accident, summarized their distributing rule, and in search of primary reason from passerby, automobile, roadway and traffic circumstance. According as the present studies of developing urban public transportation and abroad law, this paper constituted some measures of urban public transportation safety administration which accorded with our urban traffic. Later the paper analyzed common evaluation methods of urban public transportation and studied eleven primary factors which leaded evaluation of urban public transportation using AHP, then establishment synthesis evaluation model using fuzzy-set theory for urban public transportation safety system that synthesis evaluation index factors were: Damage Rate per(of) One Hundred Thousand Person, Damage Rate per(of) One Hundred Cars, Damage rate per(of) One Hundred Kilometers and Damage Rate per(of) One Hundred Thousand Cars Kilometers, through this model we can know a city public transportation level which was excellent or inferior and afforded innovation decision-making for the government, advanced urban public transportation administration level.Finally, this paper puts these analysis and evaluation methods and model into use within the Xi'an and Kunming city, the result of this paper can be used as an universal evaluation methods of urban public transportation safety administration and innovation of system in transportation by other cities.
