The quality management of the engineering project relates to the success or failure entire project,and throughout the whole project life cycle.Since 1980 s,the foreign company's engineering management experience was 1st time introduced to China and used for hydroelectric project construction and quality management,through continuous learning,research and summarizes some advanced experience in engineering quality management,and applied to the domestic engineering quality management;Made domestic engineering quality management level had significant progress compare with early 1980's.But the construction engineering project is a systematic engineering,it has long construction period,many effect factors,quality management complicated and various,with difficulty and long term traits;all of the factors shall be managed such as people,material,equipment,measurement,environment etc.,there is space still for the domestic engineering improving.SEC and KSB invested the nuclear pump test loop project through joint construction,it was designed to provide full condition testing services for domestic three generations nuclear pump.In quality management,Nuclear pump test loop project required 100% qualified rate at once,and satisfy the requirement of domestic regulations(TSG series of pressure pipeline and pressure vessel of supervision disciplines)and PED 97/23/EC at the same time,and get CE certification which means the function and safety.This case is the first PED applied in the field of domestic engineering.The pressure equipment directive PED 97/23/EC is the legal document in the European Community for pressure equipment design,manufacture,testing,using and circulation management which was issued at 1997,after many years' application,it has become a mature legal system in the field of pressure equipment within the EC,and known to the public,familiar in using.But in domestic engineering domain,it was unprecedented in domestic engineering domain used together with domestic law and regulation as the constraint clause applies to the quality management of the project,and carry out conformity certification for entire test loop.The research on engineering quality management based on Pressure Equipment Directive in this paper,in order to find out the gap and deficiencies in the quality management,analyze the issue,combined with the experience of nuclear pump test loop project,give the corresponding countermeasures.The research of quality management based on PED,the equipment and material supplier,engineering general contractor,authority agency(also be responsible for installation supervision)and owner etc.engineering participants were contained into the research as per the separation of duty based on PED in this paper.PED was specified as the essential requirement,using the idea of total quality management,combining the theory of PDCA cycle,research the SEC-KSB nuclear pump test loop project,find out the quality management issues on equipment material supply,construction site,welding procedure approval,authorized of personnel qualification and finally compliance certificate issue,and aiming to these issues,propose corresponding solutions and countermeasures.
