Research On The Evaluation Index System And Application Of Project Construction Effect Of County-level Hospitals In The Central Budget Of Sichuan Province

ObjectiveSince the project only civil investment, so this project Evaluation focuses on whether the scientific and standardized project management, housing construction meets the standards, whether the treatment environment more comfortable, functional layout is scientific and rational, patients and employees are satisfied and so on. Meanwhile, construction investment will indirectly affect the supply of hospital services and operational status, this study will also evaluate the effect of these indirect effects included. To facilitate the construction of dynamic evaluation results from this study project management, housing construction, the functions implemented, four comprehensive benefits, the establishment of evaluation index system construction effect a simple project to provide a reference for future hospital construction project evaluation.MethodsThe study first uses basic information questionnaires understanding of the project; secondly literature analysis, group discussions, Delphi method, AHP evaluation index system and give the index weight coefficient; and finally to establish comprehensive evaluation model for empirical research, the use of a comprehensive evaluation of the comprehensive scoring and weighted TOPSIS method, and the results of the two methods of correlation analysis.Results1?The presence of super-size construction projects,33 (64.71%) exceeded the actual investment project investment project approval,32 (62.75%) exceeds the actual project construction area of the project approved area.2?Based on the logic model "input-process-output-Effect" structure, from project management, housing construction, the functions implemented, the overall efficiency of four aspects evaluation index system framework.3?Using the Delphi method to establish a set of index system of four-level indicators, 17 secondary indicators,50 three indicators constituted. Consistency check found CI and CR is less than 0.1, indicating that the index weight coefficient reasonable.5?Construction of a comprehensive evaluation model and empirical research, found that eight hospitals highest score of 94.15 points, the lowest score 76.74 points, the average score of 87.19 points. Integrated scoring and weighted TOPSIS result was a positive correlation coefficient of r= 0.833 (P<0.05), described comprehensive evaluation model to build a scientific and effective.ConclusionBased on these findings, this study concluded: Super-size part of the project investment and construction; index system innovative ideas; better indicator system reliability; index weight coefficient scientific and rational; comprehensive evaluation model is effective and feasible.
