Study On The Problems And Countermeasures Of Sanitary Supervision Of Medical Waste Disposal In Jining City

Medical waste contains a large number of pathogenic microorganisms and has three main characteristics,highly contagious,difficult to degrade and unpredictable hazards.Medical waste is considered "top dangerous" waste in foreign countries.In recent years,the media continue to expose medical waste dumping,accumulation and trading events,affecting the image of medical institutions and the government,caused certain panic among people.Most medical institutions focus on the quality of medical care and economic benefits,but insufficient attention has been paid to the management of medical waste.The medical waste management in medical institutions such like second-class hospital is involved in many other departments like the medical department,the nursing department,the infection office,and the logistic department.The co-operation between different apartments is very hard and is easily leading to medical waste problem.In noncooperation of the medical institutions such like primary care hospitals when medical waste is disposed of on its own,there is also a clear resistance when managing the medical waste problem.At present,the awareness of environmental protection of the whole society is increasing,and the government vigorously promotes the ecological civilization.However medical waste is increasingly produced every day,any omission of a link in the process of waste generation,collection,temporary storage,transportation and disposal can cause environmental pollution,and even cause disease spreading.Therefore,it is very important to ensure the harmless disposal of medical waste and to do a good job in health supervision of medical waste disposal.Jining pays much effort on the health supervision of medical waste disposal,including the supervision of medical waste in the daily surveillance of infectious diseases,and in large-scale law enforcement activities such as the inspection of public medical institutions and private medical institutions,the rectification of primary medical institutions and so on.Especially since 2013,the implementation of new medical waste disposal model which is “the township collection,the county temporary storage,municipal disposal,the management of different stages",all the basic medical waste in the city’s medical and health institutions is harmlessly disposed.However,it should also be clear that in Jining,there are still some problems in medical waste disposal supervision work.And there are many areas need to be improved.Therefore,it is of great practical significance to study the health supervision work of medical waste disposal in Jining,to ensure the classification and disposal of medical waste in the right way,and to protect the people’s health.In this paper,the health supervision of medical waste disposal in Jining was taken as the research object.Firstly,a theoretical analysis framework was built.Secondly,it discussed the current situation of health supervision of medical waste disposal in Jining.Thirdly,this paper analyzed the typical cases of medical waste in Jining,showed the problems existing in the medical supervision of medical waste disposal in Jining,and analyzed the causes.Finally,the author proposed some suggestions on improving the health supervision of medical waste disposal in Jining: first if to improve the system of health supervision and management of medical waste disposal;second is to construct the long-term mechanism of health supervision and management of medical waste;third is to integrate the resources of law enforcement,improve the law enforcement mechanism;fourth is to implement the government responsibility,improve the supervision mechanism;fifth,increase public participation,strengthen public opinion guidance.
