| Objectives:Based on the balanced score card theory,a comprehensive and scientific performance evaluation index system for the Beijing People’s Mediation Committee for Medical Disputes was constructed.This study provides a comprehensive and objective evaluation model and basis for evaluating the performance of the Beijing People’s Mediation Committee for Medical Disputes.In addition,it provides standards for the business guidance department to guide its standardization construction,provides reference for self-assessment organization performance of the Beijing People’s Medical Dispute Resolution Committee,and provides comprehensive and powerful data support for the public to understand the effects of the medical disputes people’s mediation work.Methods:This paper uses the literature research method and uses academic platforms such as CNKI,Wanfang Database and Baidu Academic to sort out relevant evaluation indicators and frequency of people’s mediation in medical disputes,and build an indicator pool.The Delphi method was used to determine the importance and operability of Beijing Municipal Medical Commission’s performance evaluation index system,and filtered indicators.Through the use of expert interview methods,the selection criteria were determined,indicators pool indicators were screened,Delphi’s expert consultation results were discussed,and the overall construction of the indicator system was grasped.Use statistical analysis methods for data processing and analysis.Use the analytic hierarchy process,coefficient of variation method,product method to calculate weights.Through field research,the author understands the working model of the Medical Commission and the current status of evaluation.This serves as an auxiliary support for the research of the subject.Results:(1)Based on theoretical studies,current laws,regulations,rules,and policy documents,as well as expert panel discussions,the theoretical basis of balanced scorecards,a total of 73 evaluation indicators were selected as the basic indicator pool.(2)The experts involved in the Delphi Method are as follows:14 experts engaged in or studied medical disputes,including people’s mediation,medical management,people’s mediation,law,teaching and research,letters and visits,and other related work for more than 10 years.This study conducted two rounds of expert consultation.They scored 10 points for the importance and operability of the indicators.According to the principle of index selection,there are 61 final screening indicators.(3)The rate of return of the two consultations was 100%,and the authority coefficient of the experts was 0.82;the importance of the indicators at each level and the operability coordination coefficient met the requirements for significant tests.(4)According to the analytic hierarchy process,the coefficient of variation method,and the product method,weights are integrated.The first-level indicators and weights are:financial dimension(0.12),internal process dimension(0.56),doctor-patient dimension(0.16),and mediator dimension(0.06).The single-rank consistency test and satisfactory consistency test are used.Conclusion:(1)Based on the theory of balanced scorecard,the framework of the performance evaluation index system of the Beijing Municipal People’s Medical Disputes Mediation Committee was established.It comprehensively covers all aspects of the performance evaluation of the Municipal Medical Commission,and at the same time,it is feasible and has received unanimous approval from experts.(2)The performance evaluation indicator system indicator pool is relatively complete,and the first round of expert new indicator opinions accounted for only 2.73%of the total.During the second round of expert consultation,experts did not add or delete comments;(3)Experts who participate in the Delphi method have higher positive and authoritative coefficients,and the index system has higher prediction accuracy.The result is reliable and reasonable.(4)According to the characteristics of the index system,the index weights are assigned using the analytic hierarchy process,the variation coefficient method and the product method.This method is scientific and reasonable.(5)According to the research findings,the performance management of the People’s Mediation Committee of the Medical Disputes in Beijing is affected by many factors,but the internal process dimension is the key,doctor-patient dimension assessment is the second most important. |
