Construction Of A Credit Evaluation Index System For Non-public Medical Institutions

Objective:At present,the state encourages private medical institution,rapid development of non-government medical Institutions.However,in the course of development,there has been a credit crisis of non-public medical institutions.This study combined with the characteristics of non-government medical institutions and the current social credit system construction in the development of medical industry,the public medical institutions credit evaluation connotation,further screening of factors affecting the non-government medical Institutions credit evaluation,to build a non-government medical institution's credit evaluation index system,regulation and industry self-discipline to provide reference for the government.Methods:(1)The literature research method was used to collect,screen and sort out the factors and indicators affecting the credit evaluation of non-public medical institutions.In conjunction with the interviews of insiders,the credit evaluation connotation and credit evaluation indicators of non-public medical institutions were initially formulated.(2)Delphi method was used to review the initial connotation of credit evaluation of non-public medical institutions and credit evaluation indicators.Through the collection of two rounds of expert consultation questionnaires,the questionnaire data was analyzed,and the screening criteria for non-public medical institutions' credit evaluation indicators were calculated.The connotation and indicators of non-public medical institution credit evaluations were revised in conjunction with expert opinions to construct a credit evaluation index system.(3)Determine the weight of each index in each level of the index system by the AHP.For a structured indicator system,a judgment matrix is constructed,and the questionnaire data are collected for consistency check to calculate the weight of each indicator in the non-public medical institution credit evaluation index system.(4)Use statistical analysis method to process data of expert consultation questionnaire.During the statistical analysis of the data,Exce12016,SPSS22.0,and yaahp11.3 software were used for calculation.Results:(1)After two rounds of expert consultations,combined with the revision of expert opinions,the connotation of credit evaluation for non-public medical institutions was finally determined,that is,non-public medical institutions for independent operation and accounting were legally compliant and fulfilled in the course of medical related activities.Social responsibility,medical performance and other aspects of the implementation of a comprehensive evaluation of the implementation of commitments to determine its current credit situation,and predict its future credit behavior activities.(2)This study uses the Delphi method to construct the indicator system.The recovery rates of the first and second rounds of expert consultation questionnaires were 100%and 84.62%,respectively,indicating that the experts,enthusiasm for this study was relatively high.The authoritative coefficient of experts is 0.869,indicating that the experts selected in this study have high authority and reliable results.In the degree of expert coordination,the overall coordination coefficient of the indicators for the first round of expert consultation was 0.296,and the overall coordination coefficient of the second round of indicators was 0.396,which was significantly higher than that of the first round,and the overall coordination coefficient of the two rounds of indicators passed the Chi-square.The test values for X2 were 281.128 and 326.412,respectively,and the P values were all less than 0.05.All of them are statistically significant,indicating that the expert advice is highly coordinated and the results are desirable.(3)After two rounds of expert consultations,based on the calculation of the index selection criteria,combined with expert opinion,the non-public medical institution credit evaluation index system was determined.Among them,the first-level indicators include 5 qualifications,medical capacity,financial ability,social responsibility,and credit records.There are 12 basic indicators for the secondary indicators,practicing according to law,medical quality,and medical security,and 39 indicators for the third-level indicators.(4)Through the analytic hierarchy process,calculate the weight of each level indicator.The ranking of the first-level indicators is:credit record 0.3647>medical capacity 0.2493>qualification 0.1475>social responsibility 0.1399>financial status 0.0986.Conclusion:This study constructed a non-public medical institution credit evaluation index system composed of 5 first-level indicators,12 second-level indicators and 39 third-level indicators with qualifications,medical capacity,financial ability,social responsibility,and credit records.The development of credit in the medical field has a long way to go.In the follow-up development,it is proposed to strengthen credit legislation,strengthen credit propagation in the medical industry,and cultivate credit awareness.
