| In the process of providing medical services for residents,traditional Chinese medicine shows its characteristic advantages of "simplicity,convenience,experience and low cost".and plays its unique advantages in China's medical and health service system.The party and the state attach great importance to the development of traditional Chinese medicine and attach equal importance to western medicine.Since the founding of the People's Republic of China,a series of policies and regulations have been introduced to promote the development of traditional Chinese medicine services.At present,there is an opportune moment for TCM to revitalize and develop.However,there is no research on the evaluation of regional competitiveness of TCM medical services,and the regional competitiveness of provinces(autonomous regions,municipalities directly under the central government)cannot be scientifically and reasonably evaluated.Objective:The purpose of this study is to establish an evaluation index system for the regional competitiveness of TCM medical services in 31 provinces(autonomous regions and municipalities directly under the central government)in China.Methods:The evaluation index was preliminarily determined based on relevant domestic and foreign studies,and the evaluation index of regional competitiveness of TCM medical services was determined based on expert consultation by Delphi method and expert opinions.The evaluation index is compared with each other by using analytic hierarchy process(ahp),and the weight is assigned.Results:(1)In this study.a total of 21 experts participated in the expert consultation,and a total of three rounds were conducted.The first two rounds were used to establish the evaluation index of this study.and the last round was used to determine the weight of the evaluation index system.In the three rounds of consultation,the positive coefficient of experts was 0.84,0.95 and 0.85.indicating high enthusiasm of experts.In addition,the expert familiarity(Cs).expert judgment coefficient(Ca)and expert authority coefficient(Cr)in this study were all greater than 0.7,and their standard deviations were 0.10,0.08 and 0.06,respectively.(2)After the first two rounds of Delphi expert consultation,experts' opinions were relatively centralized and coordinated.The coordination coefficient of experts' scoring on the importance degree of each evaluation index was 0.201(P<0.01).The coordination degree of experts' opinions was significant and statistically significant,indicating that the index system was reasonable and the results were reliable.(3)through the third round of Delphi expert consultation,experts were invited to evaluate the weight of pinion comparison of evaluation indexes,and consistency test was conducted on each expert's judgment matrix.A total of 16 expert judgment matrices passed the consistency test(CR<0.1).(4)This study finally established the evaluation index system of regional competitiveness of TCM medical services in China,which is constructed by 3 first-level indicators,9 secondlevel indicators and 36 third-level indicators.Conclusion:(1)In this study,expert consultation on the first two rounds of evaluation indexes was conducted through the Delphi method,and the evaluation index system of regional competitiveness of TCM medical services in China was established,which was constructed by 3 first-level indexes,9 second-level indexes and 36 third-level indexes.Among them,the primary indicators are medical resources,policy support and medical outcomes.The secondary indicators are per capita resources,proportion of resources,quality of resources,development policies of traditional Chinese medicine,medical insurance policies of traditional Chinese medicine,diagnosis and treatment services,characteristic services of traditional Chinese medicine,medical quality and efficiency,and residents' cognition and burden.(2)According to the calculation results of the third round of evaluation index weight,the core of the regional competitiveness of TCM medical service lies in the medical effect,and its weight is 0.4647;The second is medical resources,with a weight of 0.3353.Finally,policy support,with a weight of 0.2000.In the medical treatment effect,the quality and efficiency of medical treatment and residents' cognition and burden have great influence.(3)This study from the medical services of traditional Chinese medicine health resources,the perspective of policy support and medical results to build the evaluation index system,high degree of invited experts,expert opinion concentration and dispersion degree at a good level,establish the evaluation index system of the overall index has significant coordination,basic coordinated expert opinions,as the study provides a scientific and reasonable to help and support,the end result is more reasonable,scientific evaluation index system. |
