At The Beginning Of The Republic, Zhao Bingzhen Studied The Cabinet

Zhao Bingjun Cabinet was the third cabinet in the period of interim Beijing government.And it was also the last cabinet in which the government transited from the temporary to formal.The actual running time of this session cabinet is from 25 August 1912 when Zhao Bingjun began to act as the Prime Minster to 26 July 1913 when Zhao resigned because of the murder of Song Jiaoren.It was the longest running and most stable cabinet in Republic of China.During the session of the cabinet operation,it put forward to the policy of maintaining the status quo,and achieved progress on many fronts,such as convened the first Congress and held the meeting of Industry and Commerce.Based on the background and composition of members of Zhao Bingjun Cabinet,this paper intends to give an objective appraisal to it.This paper will conduct a comprehensive analysis of Zhao Bingjun Cabinet through four sections.The first chapter mainly discussed the background of the establishment of Zhao Cabinet.By analyzing the individual effects of ZhaoBingjun and two occasions of Cabinet Unrest in Republic of China,this chapter explores the deep-seated causes of the Cabinet Unrest and thereby examines the possibility of the establishment of this cabinet.The second chapter is the investigation of membership and relationship with the party and the Senate.On this basis,the operation of this cabinet can be understood.Then,the chapter analyses relations with political parties and the Senate during this session of the cabinet in order to conclude the necessity of "the Political Party Cabinet" at that time and the cooperation with the Senate.The third chapter investigates the seesion cabinet's concrete operation in the form of case.The chapter will demonstrate the understanding of the planning about the internal and foreign affairs in the session cabinet through the analysis of administrative policies.And taking the two important achievements in the internal affairs as an example,this chapter will indicate the effect which Zhao Bingjun Cabinet acts on the convened of the first Congress and held of the meeting of Industry and Commerce.The fourth chapter is also the conclusion of this paper.The evaluation and historical status of Zhao Bingjun Cabinet is analyzed from the perspective of multi dimension.The evaluation of the cabinet is mainly through the eyes of the people at that time and the long-term prevailing view of the cabinet.Then this chapter will introduce the achievements which Zhao Bingjun Cabinet has made in order to analyses the historical status of this session cabinet.To summarize, through the discussion of the above four chapters, I hope to restore as much as possible a real Zhao Bingjun Cabinet and validate its achievements and explores its defects and deficiencies.
