In recent years,with the development of economic globalization and the expanding of China's opening to the world,the way of thinking,behavior and way of life in the ethnic areas of our country has changed drastically,and the foreign culture has infiltrated into the ethnic areas to impact the survival and development of the traditional culture of our ethnic areas.How to deal with these inflects in ethnic areas is relate to the security and survival of our national culture.Da Li BaI native culture has a long history,was born in the Nan ZHAO Period,is DALI City BAI culture embodies,is China and the world's outstanding traditional culture with the frequent cultural exchange,the influence of various cultures on the way of thinking,behavior and way of life of DALI People in DA Li City the influence of BAI culture in DALI city has been profound in quantity,extensive and age changes,the influence of BAI culture of the main body decreased year by year,especially the younger generation of the inheritance of the BAI native culture maybe dating the situation,which will give the owner of the original culture of the incalculable loss.The author tries to draw lessons from the theories of public management from the Perspective of government cultural functions.Limited government and nongovernment organizations,and draw lesson from the experiences and lessons of four cases at home and abroad,combined with DaLi the city of the main culture of the actual,to try to explore the DA LI municipall government on the city of Bai native culture heritage protection and management research.Through the saving,this Paper argues that the DA Li municipal government can try to protect the culture of the main culture in t he aspect of system construction and use the governmental organization as effective way to prosper the traditional culture and economy of the ethnic areas.Culture and t-he socialist values of the concept of unity,the play the cultural function of the main culture,unity of different nationalities,stability in the border areas of areas of national development.
