Research On Perfecting The Function Of Public Cultural Service Operation And Management Of Yangzhou Government

With the increasing request of the spiritual culture from the public,the cultural service as an essential need of everyday life has raised a bar of service oriented government.Although government's public cultural service function continue to improve in recent years,many functions are still lagging behind.Therefore,discussing the government management of the public cultural service has the practical significance.This study is on the background of the central requirement of public cultural services continued to deepen,to meet people's basic cultural needs as a starting point.Based on related theory,analyzing the functions of the yangzhou government on public culture service mechanism.Through analyzing the data of public cultural service from 2013 to 2015.On this basis,points out the lack of the government function in public cultural service,and puts forward relevant suggestions and countermeasures."12th Five-Year" period,the yangzhou government achieved good results in the construction and operation of public cultural service:public cultural service system and the content of public cultural service is increasingly perfect,cultural talent team growing,the cultural governance capacity is effectively enhancing,etc.It is shown by the fact that:1.government plays an active role in the operation of the public cultural service:(1)the government plays a guiding role in the formulation and implementation of public cultural service.The government issued a new document on the public cultural services,determines the direction of the development of public cultural services.(2)the government plays a key role in the operation of the public cultural service in terms of financial investment and fund allocation.The annual growth rate of yangzhou's cultural undertakings is close to 20%,which is an important guarantee for the operation of public cultural services.(3)government regulation is the necessary guarantee for the benign operation of public cultural service.(4)the government plays a decisive role in the introduction and training the talents of the public cultural service.2.the lack of government functions or not play to a certain extent hindered the development of public cultural services.Currently,the single source of funds,the imperfection of performance appraisal and lack of professional workers still exist in the operation of current cultural services,which affects the stability of public cultural service of yangzhou.According to the results of theoretical analysis and research,this study puts forward relevant suggestions and countermeasures:1.establishing diversified capital channel.2.improving the performance assessment mechanism.3.optimizing the talent team,etc.
