The Way Of Democratic Deliberation And Governance That Avoids Conflicts

NIMBY conflict is essentially on an environmental problem caused by mass events reflects the people living close attention to safety.With the development of urbanization,the urban population growing,the number of domestic waste also increased,increasing the demand for corresponding infrastructure,so the expansion of new facilities is imminent,but facilities such as chemical plants,incinerators,etc.with external negative effects,people will have psychological or not suited to the body,so that residents near the site of collective protest against the resettlement project in their own vicinity,leading to the plight of urban public facilities set up,these people are opposed to Western scholars facilities called “NIMBY facilities”collective event due to placement of these facilities inspired called “ NIMBY conflict”,“NIMBY phenomenon”or“NIMBY event”.Although our local governments in dealing with the NIMBY phenomenon has taken many measures,but still can not fundamentally solve the problem,when the NIMBY phenomenon have occurred,a serious impediment to building a socialist harmonious society.Find NIMBY conflict solution,it is currently a major dilemma of Local Government Governance.The thesis consists of six chapters,the first chapter preface mainly through the access to information,collate and summarize the research on domestic and foreign experts NIMBY conflict governance,accountability and the background of this article,innovation as well as research methods and routes of this article and inadequate place.Chapter II literature research methods,through a lot of research literature on reading scholars NIMBY movement to form the initial impression about NIMBY,and on this basis,summed up with the NIMBY-related concepts such as NIMBY,to avoid the facilities,as well as NIMBY、 NIMBY conflict and define their meanings.This chapter also contains a description of the theoretical basis of the entire text:good governance theory and the theory of deliberative democracy.The third chapter analyzes the NIMBY phenomenon of frequent social context,including the reform and opening up cause dramatic social transformation,mature domestic conflict conditions and the declining credibility of government in three aspects.The fourth chapter uses case study method selected Xinzhou District of Wuhan City WIT Chen Chong landfills and incinerators Guangzhou Fanyu District,these two specific cases,respectively,analyzed the two governments face NIMBY conflict coping behavior,and concludes Thinking cases action logic conflict subject,NIMBY conflict embodiedin the ethical controversy and adverse effects of NIMBY conflict,to find the root causes leading to local governance NIMBY conflict dilemma : institutional level reasons,public policy process lacks public participation.The fifth chapter is the core of this paper,combined with analysis of the previous chapter two NIMBY case,in order to achieve that the Urban NIMBY conflict of good governance,should establish a system of democratic consultation in our neighborhood public decision livelihood projects,receiving public participation and advice for the government’s decision-making process of a democratic,open and transparent,and improve the success rate of NIMBY facilities siting,democratic consultation system,including citizen participation and consultation mechanisms,risk communication mechanisms,rational interaction mechanism,taking into account the interests of the mechanism of these four parts.And establish service awareness,improve the government’s public service capacity to mitigate NIMBY conflicts and frequent adverse effects caused by urban social order to promote stability and achieve sustainable development of cities.
