Research On The Problem Of Avoiding NIMBY Conflicts By The Consultation Governance

With the rapid development of urbanization,China's public infrastructure service capacity is in urgent need,and the newly planned and constructed public infrastructure often leads to NIMBY conflicts,threatening social stability and impeding economic development.The report of the 19 th national congress of the communist party of China(CPC)pointed out that deliberative democracy should be promoted in a broader,multi-level and institutionalized way,and a social governance pattern of co-construction,co-governance and Shared benefits should be created,which provides policy support for the deliberative governance of NIMBY conflicts in China.However,a series of problems have been exposed in the practical practice of NIMBY conflict consultation governance in China,which affects the effectiveness of NIMBY conflict consultation governance.Therefore,it is of great practical significance to continue the research on the negotiated governance of NIMBY conflicts.Based on the reality and national conditions of NIMBY conflict governance,this paper starts from the basic theory of NIMBY conflict governance through consultation,summarizes the causes of NIMBY conflict and the value appeals of NIMBY conflict governance through consultation,and points out the applicability of the theory of NIMBY conflict governance through consultation.And combining with the practice of adjacent to avoid conflict negotiation management specific process,found adjacent to avoid conflicts exist monopolistic government decision-making consultation management practice,lacking the ability to negotiate plural and diverse problems such as lack of main body participation,and analyzes the cause of the problem,points out that caused by a lack of government adjacent to avoid conflicts on management concept,the development of civil society is not mature,and adjacent to avoid conflict negotiation management system not perfect and so on influence the effectiveness of the adjacent avoid conflict management consultation.Finally,based on the experience in recent years,this paper puts forward the countermeasures to improve the management of NIMBY conflicts through the transformation of the concept of government governance through consultation,the cultivation of consultative government,the improvement of the awareness of governance through consultation,the cultivation of civil society and the improvement of the system of NIMBY conflicts governance through consultation,so as to realize the benign governance of NIMBY conflicts.The research results show that the environment of NIMBY conflict governance is complex and difficult,and the existing theoretical research and governance process lags behind the development and change of NIMBY conflict.The government should actively adapt to the new direction of the management of NIMBY conflicts through consultation,seek change in the concept of negotiation,seek innovation in the way of governance,and gradually improve the environment and system offer the management of NIMBY conflicts through consultation,so as to maximize the effectiveness of avoiding NIMBY conflicts...
