National-level New Districts First Piloted Flat Management Research

Flat management,from practical experience in business administration,in recent years gradually been incorporated into the actual process of government,the formation of a government flat management phenomenon.From the development of flat management and government's conceptions to start,to get the State-level New Areas reform New Framework for flat management.Analysis of the Characteristics and inadequate framework to make it fit with the appropriate explanation.Subsequently,the State-level New Areas particular subject of this research study carried out.Can be found through the study,since the State-level New Areas was given Pilot policy,in the case of the rule of law and full attention to the reform,based on the interaction between the central place in the understanding of the behavior of decentralization,local governments can adopt a more flexible policy initiatives,including the "pilot power" and the "first right to work" to carry out the task ahead of the reform of the country,in order to safeguard national progress and development of various undertakings in the new district.To this end,the formation of a new district in Guizhou Gui'an pilot policy system,management system and mechanism for reform of the system under the government become flat condition management support effectively pursued.As the eighth largest in western Gui'an New Area of China,in the government administration reform clearly to be flat management.But the practice process and the implementation effect is not clear,which may be based on the proposed analytical framework for further empirical research to verify the consistency of the theory,to find out the appropriate measures to further improve management of the new district.After the study found,Gui'an New Area flat in the institutional mechanisms and specific government flattening process,the new changes are different from the general government management mode,reflected the importance of effective government and limited government.New construction in the development stage,the first New flat management reflected the importance of effective government,but also to give some attention to limited government.Thus New Area Administrative Committee at the beginning of construction and development of the formation of a more rational of government function,and changes in the external environment,to achieve a reasonable timely transformation of government functions.It concluded that Gui'an New Area government through practice flat concept,to provide a good mechanism to safeguard the development and construction of new district organizations and public administration.
