Compliance And Autonomy:An Analysis Of The Characteristics Of Policy Implementation In Pilot Regions

"Policy pilot" is a unique phenomenon in China's political life,and it is also a political model with "Chinese characteristics" in the process of China's policy formation and national governance."First try first","active innovation","copy promotion" are the principles that "Policy pilot" follows,and promotes government system innovation in a"pilot-to-promotion" way to reduce decision-making mistakes,becoming one of China's successful reforms important experience.Existing researches mainly focus on the concept,classification,function,process,limitations and shortcomings of the policy pilot,or analyze the policy pilot in a specific area,and the research on the local practice process is relatively lacking.From the perspective of policy implementation,existing research has focused on policy implementation deviations,factors affecting policy implementation,etc.,and has paid less attention to the implementation of pilot policies.The author believes that the success or failure of local practices in policy pilots is a prerequisite for comprehensive promotion and a key link in the overall process of policy pilots.The implementation of pilot policies is different from the implementation of general policies.Because of the special requirements of the pilot policy for exploration and innovation,its local practice is a general policy implementation process from the macro perspective of the pilot policy.Links such as policy feedback adjustment belong to the general policy process.Therefore,the local practice of pilot policies will inevitably exhibit special policy implementation characteristics.At the same time,with the country's further attention to rural development,rural homestead reform will inevitably be promoted throughout the country as a comprehensive implementation of the rural revitalization strategy.Therefore,this study is based on the case of the rural homestead three-sector reform plain.Conduct research on the process of local practice in policy pilots,and explore the policy implementation characteristics of local practice in policy pilots.This study uses field surveys and in-depth interviews,takes the local practice process of pilot policies as the research object,and uses the policy process theory and policy execution process theory to divide the process of pilot policy local practice into scheme design,system guarantee,policy formulation,and implementation In the four stages of implementation,through case analysis,the specific content of each stage is described in detail,and the policy implementation characteristics of the local practice of the pilot policy are further discussed.The case is based on the case of the reform of the rural residential land "three powers" reform implemented in the Pingyuan county of the North China Plain.The region was selected as the only pilot of rural housing land reform in Shandong Province in July 2018.In January of the year,the provincial pilot work acceptance meeting achieved the first overall score.The evaluation experts believed that the local practice of the pilot had significant results,characteristics and achievements,which provided valuable experience for the promotion on the surface.Based on this,we select the plain pilot as a case and conduct a case study through the analysis framework.The study found that the pilot policy reflected a cross-coexistence of"compliance-autonomy" in the local practice process,but compliance and autonomy accounted for different proportions in different stages of the practice process.At the stage of program design and system guarantee,it mainly refle?cts the characteristics of compliance and supplementation of autonomy;at the stage of policy formulation and implementation,it mainly shows the characteristics of autonomy and compliance.Through the analysis of the execution characteristics of the above cases,on the one hand,it is conducive to grasping the unique execution characteristics of the pilot policy in the practice of the pilot area,making reasonable arrangements for compliance and autonomy in the practice process.Under the condition of ensuring that the pilot policy is not deviated,the exploration task will be better completed and high-quality pilot results will be formed;on the other hand,it provides a useful reference for the practice of the three-division reform of rural homesteads in other regions.
