Study On The Reform Of Comprehensive Administrative Law Enforcement System In Nansha Pilot Free Trade Zone

The comprehensive administrative law enforcement reform in the Pilot Free Trade Zone,as a new issue in the comprehensive law enforcement system reform,deserves serious study.This paper takes Guangzhou Nansha Pilot Free Trade Zone as the research object,and uses the method of case study to study the reform of comprehensive administrative law enforcement system in Guangzhou Nansha Free Trade Zone.On the basis of the evolution and background of the reform of the comprehensive administrative law enforcement system,the article focuses on analyzing the measures and effects of the reform of the comprehensive administrative law enforcement system in the Nansha Pilot Free Trade Zone.The problems and the causes of the problems are finally put forward to improve the reform of the comprehensive administrative law enforcement system in the Nansha Pilot Free Trade Zone.The study found that the reform of the comprehensive administrative law enforcement system in the Nansha Pilot Free Trade Zone has achieved good results,especially the comprehensive administrative law enforcement model of "one team manages law enforcement" as one of the top ten annual innovations promoted by Guangdong Province,but there are also There are a series of problems,including: the power of comprehensive law enforcement is too concentrated and lack of constraints,the boundary between supervision and punishment is difficult to define,it is difficult to cooperate with other departments,and the comprehensive law enforcement work is restricted by personnel factors.The main reasons for these problems are that there is a certain lag in the reform of the comprehensive administrative law enforcement system in the Nansha Pilot Free Trade Zone,the powers of the supervision and punishment departments are intertwined,the law enforcement cooperation mechanism needs to be improved,and the lack of an effective supervision and management mechanism.In order to further promote the reform of the comprehensive administrative law enforcement system in the Nansha Pilot Free Trade Zone,we should start from strengthening the top-level design of the scope of powers and responsibilities,straightening out the boundaries of supervision,establishing a law enforcement cooperation mechanism,and improving the law enforcement supervision mechanism.
