Research On Grassroots Corruption And Its Governance Path

Basic level is at the forefront of the ruling party for the people,which can best show problems,and most can test the service efficiency in governing and rejuvenating the country’s right-hand backer.From this level,the basic level is the center of the decision making,the focus of social stability and the core of the ruling purpose,is the true meaning of the "upper".The harm of grassroots corruption is extremely serious,not only harm national dignity of vulnerable people,strong lethality due to corruption in the part of the grassroots cadres and the masses because not enjoy Huimin policy,gradually lose confidence in the party and the government’s administrative decision-making,relations between cadres and the masses gradually alienated,but also affected the social and political stability;some grassroots cadres private bribes,open convenient ways for illegal enterprises,due to the enterprise project approval threshold setting,the principle of fairness to destroy the market,seriously disrupted the market order;the corruption of grassroots cadres and ordinary people they opened the gap between rich and poor,gradually lead in some areas of the social atmosphere,causing adverse effects.It is an urgent problem to prevent and eliminate the phenomenon of corruption at the grassroots level.Therefore,how to prevent and control the corruption of the basic level cadres has a very important practical significance.This article expecting to find a governance mechanism to solute corrupt phenomenon of grass-roots cadres through on-the-spot investigation and systematic analysis.Full text has five parts: The first part,background and research significance of this paper was elaborated and the research situation of domestic and foreign corruption was reviewed,and research methods,framework presented and innovation place was illustrated in this paper;The second part,theoretical basis of this paper was illustrated,include the theory of governance and anti-corruption,and the connotation,characteristics and harm of grass-roots corruption was explained;The third part,the violations of grass-roots cadres was investigated and punished at WJ area in the south of Jiangsu,and the corresponding administrative path and it’s problems existing was proposed;The fourth part,the cultivation of clean government in the Denmark,Singapore,Canada and Hong Kong was introduced,some governance experience of areas corruption was learnt from it;The fifth part,through above research,a path and countermeasures to governance grass-roots corruption was presented in this paper.The sixth part of this paper summarizes the research results that grassroots corruption is a special form of a kind of corruption,and seriously affect the interests of the masses,must advance prediction and recognize the grass-roots anti-corruption work difficulty,formulate scientific Anti-corruption Governance route,to ensure the rights of the Republic clean always for civil rights service.
