In the background of big data, Government mainly use e-government platform model to serve the public.At present, most researchers studies on public service platform are focused on advanced information technology to further improve the level of its service ability and comprehensive evaluation of its basic functions. However, there is still lack of researches on the extent of public participation, particularly on the issue of public service pay and feedback. In an equal, open and decentralization of social media, the initial possibility is reflected in technology that brings democracy, but with the develop of network and improvement of people’s diathermy, only rely on technical has been converted to strong practical proposition. Imagination about equal rights on the information of Internet payment provider, guide more people want to achieve equal rights through the network. Under the tension, the role of the public is no longer just a public internet user, but more with expression of the will and a strong advocate of information paying entity. In New Era, government should deepen its reform to improve the service ability related to public service platform, integration of the country’s information resources and analyze public information payment behavior and results, to provide payment system with more efficient data basis, meanwhile establish government’s public service platform which concentrates on user demand, advanced information technology can be better used by all levels of governments, the purpose is to improve government efficiency, provide something more comprehensive, improve government’s appearance and promote the economic development.This paper includes five parts:The first part includes introduction, the research background and significance of the essay, this paper describes the background of e-government, and the demand of government’s public service platform, try to resolve payment system for public information network platform and significance of improvement of public services. In the current research, through describing the history of governments information resources and public service platform construction under big data environment, to improve national payment system as well as methods; the contact between the behavior and the effect of public information paid, also introduced the development process of e-government, then summarized advanced foreign experience, analysis of development issues in our country, to provide a material support for the following parts. The second part is the basic theories. Mainly through the behavior and effect of public information service platform; then introduce theoretical basis for the payment of public information, mainly through elaborate theories to support this article. The third part is dealing with basis and methodology cases. The paper will be set forth the reasons for selecting the case by the authoritative reports and data; through non-invasive methods and realistic questionnaire to research on Shaanxi Provincial government portal.
