The modern country firstly appeared in Western Europe in 16 th Century,it is a new form of political organization after the feudal state. In recent years, some European and American scholars have questioned the four elements of a modern country. The four elements including sovereignty, territory, population and government are usually considered to be the most important features of a country, but the objectivity of these characteristics are not clear.Even the typical modern countries in European and American are influenced by many other factors.Obstructed by one or more defects,a nation-state may move slowly in developing itself toward a modern country. This paper reviews the main prerequisites of modern countries, and then analyzes the strong influence of population status, territorial integrity, sovereignty integrity, ethnic identity and religious forces on constructing a modern country. It also explains the relationship between the state and the nation, analyzes the main difficulties in the process of the construction of a modern country for developing countries taking the example of India, and reveals the common and individual problems faced by developing countries.Based on the theory of state formation and the main method of literature analysis, this paper focuses on the main conditions for modern country formation. This paper may provide inspiration for modern country construction.
