During the Cold War,the Soviet Union regarded UN as a stage for the struggle against Western countries,its ideology-based United Nations diplomacy had changed since the reign of Gorbachev.After the return to UN in 1971,China opposed both US imperialism and Soviet revisionism,she was not willing to cooperate with the Soviet Union in UN.But the two countries faced similar domestic and international problems after the collapse of the Soviet Union,and they gradually.strengthened cooperation within the framework of the United Nations at the end of the Cold War.UNSC is the most important part of Sino-Russian cooperation within the framework of the United Nations,The two nations,voting cohesion index in UNSC remained high for 15 years(1995-2009)and declined after 2010.The DPRK nuclear issue and the Syrian issue were two important cases in which Sino-Russian cooperation had achieved great success.China and Russia vetoed the Western countries' drafts on Syria four times in the Security Council,it was a concrete manifestation of the comprehensive strategic partnership between the two countries in UNSC.Sino-Russian cooperation in the framework of the United Nations had not only maintained peace and security in the world and Strengthened the authority of the United Nations,but also safeguarded China and Russia's own national interests.Both sides would continue to strengthen practical cooperation on international issues,such as UNSC reform and "responsibility for protection".
