In the June 2010,the“Central Asian Democratic Island”Kyrgyzstan broke out a large-scale ethnic conflicts and caused the significant international influence.In recent years,the National Situation and the National Minority Policy in Kyrgyzstan have become important research topics for the scholars of political science and ethnology.Kyrgyzstan officially announced its departure from the Soviet Union on August31st.1991,but its multinational situation has formed in the Soviet period.Early independence of Kyrgyzstan,parts of the national problems of the Soviet Union continued in Kyrgyzstan.These problems had a negative impact on the country's development of the post-independence Kyrgyzstan.In the 26 years country's construction process,in order to solve the ethnic problems left by the Soviet Union,Kyrgyzstan reconsidered the soviet ethnic theory and policy.In addition,Kyrgyzstan referenced the national theory and experience of Western countries,established their own ethnic policy principles and policy measures.However,in the process of implementing these ethnic policy measures,some new ethnic problems have became.This dissertation first analyzes the general theory of national policy,and then researches the historical evolution of ethnic relations in Kyrgyzstan.Through the analysis of the soviet ethnic policies,the dissertation discusses the formation process of the Kyrgyzstan's ethnic relations.Based on this,the dissertation classifies the outstanding ethnic problems of the post-independence Kyrgyzstan,and points out the current situation of ethnic relations in Kyrgyzstan.This dissertation also analyzes ethnic policy measures of Kyrgyzstan after the independence.Finally,from the perspective of policy effectiveness,the dissertation makes some evaluations of Kyrgyzstan's ethnic policy.
