Autonomous County Legislative Body Research

The system of regional ethnic autonomy is a basic political system of solving national problems in China.The key point to adhere to and perfect the system of regional national autonomy is the legislation of national autonomous areas.As the exercise of the legislative power of national autonomous areas,the role of legislative subject in the national autonomous areas is very important in the legislative activities,but the research on the subject of the national autonomous areas has not been paid attention to at times,and the research on the subject of national autonomous areas has just started and it is also lacking of systematic research.Based on the above reasons,this paper revolves on the proposition of the role of the legislative body in the process of legislation at the county level,and carries out field research and data reduction for the local legislation of the "Three Minorities" Autonomous Banner in the Inner Mongolia Autonomous Region for more than 20 years to summarize and analyze the participant in the process of local legislation of ethnic autonomous counties to a certain extent.The main contents of the article are divided into four parts:Firstly,expositions of the basic issues of the institutional basis and constitution of the legislative body of the national autonomous county,so as to construct the theoretical structure of the main body of the "Three Minorities"autonomous flag.Secondly,the author analyzes the present situation of the main body of the "three minorities" autonomous national legislation,and at the same time combs the legislation situation of the "Three Minorities"autonomous flag.Thirdly,it evaluates the present situation of the main body of the legislation of the three national autonomy flags,and analyzes the main features and main problems of its existence.Fourthly,it puts forward three counter measures for the improvement of the main body of the "Three Minorities" Autonomous Banner.The author tries to inspect,summarize and generalize the existing problems of the legislative subject of the national autonomous county from the empirical facts and empirical materials of the legislative activities through the study of the main body of the "three minorities" autonomous national legislation,and to discuss the effective measures to intense the legislation ability of legislation.It is believed that this article can help us to improve and perfect the system of regional national autonomy,and also hope that it can promote the healthy development of national legislation.
