Research Of Street-level Bureaucracy's Behavior Choice In Policy Implementation

National governance capabilities include both policy formulation capabilities and policy implementation capabilities.On the actual policy process,there are many problems that need to be solved in the policy implementation process,especially the front-line policy executives,that is,street bureaucrats.Street bureaucrats will be subject to selective law enforcement in the implementation of policies or law enforcement.Selective law enforcement has dual nature,or promotes the effective implementation of policies,or results in violations of policy objectives and harms the interests of the public.Therefore,it is necessary to study the behavior choices of street bureaucrats in the law enforcement process,including the process of selecting street law enforcement behaviors,results,and the path of responsibility control.In the course of the study,the introduction of Guangzhou urban management to the problem of street vendors was a case in point.Theories and cases complement each other,and a better study of the selection of law enforcement actions of street bureaucrats was presented.As a process,the selection of law enforcement actions by street bureaucrats,including law enforcement behaviors,is influenced by many factors,including personal factors,institutional factors,and environmental factors.Personal factors include personal interests and personal abilities.Institutional factors include clarity of the system,appraisal system,and supervision system.Environmental factors include leadership's attention,law enforcement resources,and street risks.In the process of law enforcement,street bureaucrats face different enforcement situations and will comprehensively consider the influence of various factors in three dimensions to make different choices of law enforcement behavior.As a result,the selection of law enforcement acts of street bureaucrats will have an important impact on the realization of law enforcement goals.The realization of law enforcement objectives is fully reflected in the daily law enforcement and special law enforcement of street bureaucrats.Individuals,institutions,and the environment mainly influence the selection of law enforcement behaviors that affect street bureaucrats through two aspects of law enforcement ability and law enforcement flexibility,and thus bring different enforcement results.In the daily law enforcement,under the influence of many factors,thelaw enforcement ability of street bureaucrats is limited,it is difficult to achieve the goal of law enforcement,the scope for law enforcement flexibility is relatively large,and the choice of law enforcement behavior is easy to deviate from the goal of law enforcement,which easily leads to the failure of daily law enforcement.Contrary to special law enforcement,the law enforcement capacity of street bureaucrats has been greatly improved,the space for law enforcement flexibility has been greatly restricted,and it is easier to achieve law enforcement goals and produce law enforcement performance.The choice of law enforcement of street bureaucrats is reflected in the need to adapt to law enforcement and the right to discretion,but on the other hand,the choice of non-standard law enforcement behaviors will harm the interests of the public,and it will be detrimental to social stability and the ability of state governance and governance systems.To improve,it is therefore necessary to strengthen the control of the selection of law enforcement,management,and ethical aspects of street-level bureaucratic law enforcement.
