The Evolution And Innovation Of China's Social Security Concept

As a conception collection reflected from human being's brains about social security,the social security philosophy consists of the rational thinking and objective consideration when people cognize and comprehend the social security system.Summarizing the evolution and establishing the innovation of social security philosophy could contribute to formulating social security policies scientificaly,leading social security utilities healthily,promoting the government transforming functions actively,serving the livelihoods and economic development effectively,and all of these are closely releated to the whole nation's long period of order and stability as well as welfare.The social security philosophy has gone through different evolutional processes in China and western welfare states respectively.Since the establishment of New China,with the incluences of economics,political,moral,cultural factors,the social security philosophy which adapting to the trend of economic system reform and globalization has mainly gone through three stages of evolution.There is equalitarianism at the beginning of the new country and followed by efficiency first at the early period of reform and opening,then in socialist market economy period the social fairness and justice are appealed to.In the process of evolution,the ideological value of giving people credit,respecting people and protecting people are gradually distinct and social fairness and justice are becoming prominent.With the evolution rules of abiding by the trend of era developing and depending on the economic maturity,the social security system of urban-rural integration which is signatured as wide coverage,basic protection,multi levels and sustainability is constructed strenuously.Meanwhile,more than sixty years' social security system and policy practice provoke controversies about which social security philosophy is suitable for our national conditions and formulate four theoretical models in academia.The four models are equalitarianism,efficiency doctrine,social justice and differential equality and every model has its rationality and limitations.The western welfare states' social security system which started early is now developing muturely and is abundant in ideological value that can be learned.According to the features it has,the social security philosophy in western welfare states can be categorized in five types.Every philosophy reflects the political,economic and cultural characteristic of certain period,and all of them are influenced by the social,economic and political factors of that time.Western welfare states make it worldleading certainly has its advantages and it provides our country with experience and lessons of pursuing sustainable development,paying highly attention to legislation and admitting people's dominant roles clearly.That social security heads towards instutionalization from non-instutionalization is closely linked with the social security philosophy and it can be said that establishing which philosophy would directly influence the social secury system's development trend.Due to there is no explicit and comprehensive philosophy in our country,this thesis would put forward the social security increased-effect philosophy based on the social security evolution and our national conditions.The increased-effect is a system based on absorb and integration,which aims at fulfilling a policy effect of one plus one more than two.It organically combined fairness,justice,effieiency,law and humanisim.Its features of systematic,oppeness and universalism determined its has good ability of adaptation and extension,which is beneficial for lowering reform costs.The innovation of philosophy is not the final aim and five paths have been put forward to fulfill the practical application of the increased-effect philosophy.Firstly,legislation process should be promoted to fasten legal construction in social security field.Secondly,administrative thinking should be improved to perfect the institution design of social security.Furthermore,paying more attention to propaganda and education to cultivate social security value system.Moreover,carrying out public survey to build up communication mechanism of social security.The last but not the least,enforcement should be strengthen to perfect supervision network in social security field.The first chapter is introduction and it would introduce the background and significance of the subject,the current research at home and abroad,the research ideas and methods,the research innovation and difficulties.The second chapter mainly introduces relevant conceptions and fundamental theories.The third chapter introduces the evolution process of social security philosophy from the beginning of the New China involving in specific stages' evolution,the base and rules of the evolution.The fourth chapter mainly introduces social security philosophy's evolution in western welfare states and its evolutional causes as well as the experience for our national social security's development.The fifth chapter would put forward innovative social security increased-effect philosophy and exhibit it from definition,features and connotation system comprehensively.And it also puts forward the paths to make it practical.
