Research On Problems And Countermeasures Of Rural Environmental Governance In China

With the party Central Committee focused on the Problems about Agriculture,Rural areas and Peasantry continue deep,China's comprehensive national strength significantly improved.But the rural environment is still in very grim situation,point source pollution and non-point source pollution coexist.There is various types of environmental pollution.At the same time,limited by the traditional environmental governance concept,the social power of rural environmental governance is not enough,the financing channels of rural environmental governance are narrow,the lack of effective rural environmental pollution prevention and control mechanism and the failure to give full play to the public supervision function and other reasons.Leading to China's rural environmental governance problems significantly,seriously affecting the quality of life of the people and the sustainable development of rural economic and social,the governance and protection of rural environmental problems is an important issue that we must deal with.Therefore,it is necessary to study the problems of the rural environment,find the cause of the rural environmental problems and the countermeasures,promote rural economic development and build a new socialist countryside.Because the economic level of Heze Dongming is relatively low,the farmers' cultural quality is low,environmental protection consciousness is not strong,therefore,the rural environmental pollution problem is prominent.Based on the research status of rural environmental governance at home and abroad,this paper analyzes the present situation of rural environmental management in Dongming County,Heze City,through field investigation and research,at the same time,I summarize the measures,effectiveness and deficiency of rural environmental management in Dongming County,Heze City.Then,analyze the problems and causes of rural environmental governance in our country.Then come to the conclusion that there are a series of problems such as the weak rural consciousness of farmers,the lack of rural environmental governance,the lack of funds for rural environmental management,the imperfect legal system of rural environmental management and the lack of long-term environmental governance.The reason is that the traditional environmental governance concept is limited,the social power of rural environmental governance is not enough,the financing channels of rural environmental governance are narrow,thelack of effective rural environmental pollution prevention and control mechanism and the failure to give full play to the public supervision function.Through the analysis and the use of comparative research methods,drawing on the advanced experience at home and abroad,put forward some rural environmental governance measures,such as: to strengthen publicity and education,to enhance environmental awareness;the development of diversified rural environmental governance;increase rural environmental governance funding,to give rural environmental protection financial support;improve rural environmental governance legal system;improve long-term rural environmental governance regulatory mechanism,to create a good and healthy living environment for the people and so on.Through the case study,this paper analyzes the existing problems of rural environmental governance in China and puts forward the corresponding countermeasures,which has some reference significance to our country's rural environmental governance.
