Research On The Lack Of Government Credibility And Reshaping Under The Perspective Of Risk Society

Trust is the link of maintaining a national, social community good sequence of running ,which relates to the development of individual social relations, politic, economic and cultural life of the premise of normal operation. As the Western philosopher Smith Booker says: trust is like the air and the water, we must always protect them , if damaged, the city we live in will fall apart.Government's credibility as the cornerstone of social trust system,is important for the maintenance of normal social interaction and a harmonious social atmosphere. Improving the credibility of government and shaping a good image of the government have attracted the attention of governments. China has entered the new transforming period of economy and society, also exposed to the background of global risk society .However, a variety of social contradictions and social risks caused amount of social problems which will challenge the credibility of the government. In the face of increasing uncertainty and a gradual lack of security, the public has also made a higher demand to the government. How to effectively resolve the social risks, ease the anxiety of the public, to provide the public security services, thus to enhance the level of government's credibility become a strategic problem of the government.The effective resolution to social risks is directly related to the public's trust in the government and the legitimacy of government. The core part of research papers is to put the government's credibility into the background of the risk society, from three dimensions of the risk society to analyze the risk environment of the government's credibility, and discover the performance and causes of the loss of government's credibility in the risk environment. Then, on the base of these,put forward revolution to the social risks and the measures of reshaping the government's credibility. The article is divided into five parts, the first part is the introduction, raising the reasons of the study, and the research status of the government's credibility at home and abroad,pointing out the research methods and innovation of the subject. The second part is about the theories of the government's credibility and risk society, and the relationship between them.Besides, construct the framework of the government's credibility on the basis of three dimensions of the risk society. The third part is the analysis of the state of the credibility of our government,from the scientific and technical rationality dimension, the individualization dimension and the organized irresponsibility dimension, analyzing the main manifestations of the lack of government's credibility. and on the basis of these, sum up four reasons for lack of credibility of the government; the last chapter raise the remedies of government's credibility, including the concept of value , System trust, Public spirit, System Perfection ,four aspects.
