Detention center is a pre-trial detention places of our country,responsible for ensure the smooth operation of the criminal procedure.Hide-and-seek events since 2009,detainees' rights and interests protection problem caused the wide attention of the society.Work experience,the author combines own five years jail for detainees' rights and interests protection present situation and the problems existing in the work and the reason to carry on the rational analysis,puts forward the countermeasures and Suggestions of the rights and interests of detainees,security work as for detainees' rights and interests,is the purpose of the writing.Jail detainees' rights and interests guarantee is both a theory problem,and realistic problems.In this paper,through the interview method,investigation about the present situation of heze city jail detainees' rights and interests safeguard,know the first-hand information,by analyzing the qualitative data,the human rights protection problems of the detention center,including universal,individual,accidental problems are studied,find out why,aims to improve the level of law enforcement personnel in accordance with the law governing ability and scientific management.Through the literature method,this paper introduces the United Nations and the outside conditions and characteristics of detention places,especially European countries to improve democracy and the legal system in China,the performance of the international convention for the commitment to provide relevant background.Through comparative research,the comparison and countries outside the United Nations convention established detainees on the implementation of standards of human rights,learn the advanced concepts and practical experience,analyzes the existing problems and gap in guaranteeing human rights of detainees,to solve the problem of our country jail and perfect the system of detention for reference.Through investigation and study and value analysis,starting from the phenomenon,explore the essence behind the phenomenon,seeking custody work rules,trying to find out the path and method to solve the problem,puts forward Suggestions on scientific and feasible advice.Finally put forward a sound jail hardware facilities and management system,improve the jail law as well as the measures of improving the living conditions of detainees,and through the comparison,investigate the characteristics of western pretrial detention institution management,hope to serve as a reference for the improvement of the system of detention center.
