Research On The Construction Of The Rule Of Law Government In Dongying City

The establishment of a law-ruling government has been proposed and implemented after18 th national congress of CPC.Thus,how to establish a socialist country ruled by law with Chinese characteristics has drawn the attention of overall society.Which can be noticed from implementation of governments at all levels in China.Based on our current national condition,establishment of a law-ruling government has been proposed as farsighted objective.During the process of developing law-ruling government,the developing ideology meets the need of development of Chinese market and plays an important role in standardization of Chinese society,culture and economy.First of all,formulating a policy of law-ruling Chinese government with the reference of foreign experience and Chinese condition can not only improve the operating efficiency of government but also speed up the establishment of a lawruling government.Secondly,it can meets the needs of long-term development and to promote the harmonious development of society and economy.Though there has been some achievement in establishment of a law-ruling government,the basic and supportive elements are far from satisfying,namely,it is imperative to realize benign and refine development.The unbalanced development of law-ruling government existed in various areas in vast China.Donying,a typical young resource-based city,is now in its critical period of economic transition,which has posed lots of difficulties and challenges before it.Thus,it is necessary to have a research on establishment of Donying's law-ruling government.In the first part,this thesis starts to state the research meaning and tries to have a literature review of domestic and foreign study on this subject.With reference to relatively successful law-ruling experience of foreign developed countries,this thesis tries to summarize helpful experience that can be learned by China.The second part has tried to analyze and study the concept of law-ruling government from the aspect of law-ruling and government.With the guidance of theoretical knowledge,it has studied the main goal and relative requirements,ensuring practical soundness of its path.In the next part,this thesis has an intensive case study of existing problem in the implementation of law-ruling government policy in Dongying.With research of influencing factors and existing problems,this thesis has explored a more sound,scientific and effective way for establishing law-ruling government in Dongying.In the last part,this thesis has put forward concrete ideas and measures for establishing of law-ruling government in Dongying,namely,legislation,decision-making,lawenforcement and the rule of law.The posed measures are based on our Chinese national condition and oriented toward standardization and institutionalization of law-ruling government.By analysis and study of existing problems in Dongying,this thesis attempts to provide a reference for overall establishing of Chines government and boosts Chines lawruling development.This thesis has an intensive analysis of the existing problem in law-ruling establishment with a case-study in Dongying and has proposed relative suggestions.The subject studied is both specific and general,which reflects the general problems at all levels of government in China and invites speculation.On the other hand,it has improved the administrative law enforcement,regulation,service and decision making of government,which will enhance conviction of law enforcing management.
