In 1867,the United States purchased Alaska,getting the identity as an Arctic country.After the World War II,the world formed a confrontation between the United States and the Soviet Union.With the the outbreak of the Cold War,the Arctic become the military field between U.S.and Soviet Union because of its special geography.After the cold war,many countries took a strong interest in the Arctic region.The United States has an important security interest in the Arctic.During World War II,the military security in the Arctic was the first problem to be considered by the United States.During the Cold War,the Arctic became the frontier of the confrontation between the two major military groups,both of which deployed a large number of military equipment in the area.With the disintegration of the Soviet Union,the relationship of the two got mitigated.And they cooperated with each other to some degree.After the cold war,the Arctic glaciers gradually melted as the climate changed.Its economic value,energy values gradually appeared.The Arctic once again became the attention focus of all Arctic countries.The United States has to take into account the traditional security and economic,environmental and other non-traditional security in the Arctic region.Successive governments have proposed their own Arctic security strategy to safeguard the security interests of the United States in the Arctic.As an Arctic country with hegemonic country,the dual identity has had a profound impact on its Arctic security strategy.All previous presidents have embedded the Arctic security strategy into their global strategy.Arctic cooperation between the Arctic countries is becoming a mainstream,and the United States actively takes none-Arctic countries into the Arctic system,attempting to obtain the leadership of the Arctic governance,and then build an Arctic order conducive to the US national interests and global hegemony.After the United States became the rotating presidency of the Arctic Council,climate change has been the central issue of Arctic governance.Although the Arctic policy focus of different presidents is different,its essence is still consistent with the country's hegemonism.However,the United States wants to achieve this subordination with rare cost,so while the US Arctic policy tends to bepositive,the security strategy is "conservative" compared to other countries,especially Russia and Canada.And the ability to act should improve.Now more and more non-Arctic countries join the Arctic affairs,for many countries,especially in China,this is both an opportunity and a challenge.Because it not just mean that we can share the Arctic interests,it also means we need to bear the obligations.Under the influence of other countries' Arctic policies,China should also set up a complete strategic system as soon as possible to meet the changing forms of this area.
