The Books is the ladder of human progress and reading mainly depends on the human visual system.As for visually disabled people,visually impaired people and print-disabled people,such visual works should be converted into special formats.However,There still has a large gap between China and other countries in terms of the protection for visually impaired people in Copyright Law of China and other laws and regulations.The insufficient is particular compared with the protection of visually impaired people in Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind,Visually impaired,or Otherwise Print Disable implemented in 2013.In order to fill the void of relevant laws and regulations,and to ensure interests of obtaining the special-format works for visually impaired people,and to ensure their convenience of the transnational sharing of the special-format works,we should sign the Marrakesh Treaty,and incorporate the Copyright Law of China by expanding the beneficiary scope,clarifying the authorized entity and stipulating other relevant terms and conditions in Marrakesh Treaty.Solving the problem is based on finding the problem,analyzing the problem and solving the problem.First of all,for visually impaired person's condition and access to information.Including for the visually impaired production of information,its influence on the satisfaction degree and ability to obtain information on the life level of the visually impaired information on species preference,to answer the question whether it is necessary for a special version of the production work to meet their needs.Followed by the production and issue of barrier free version of the difficulties encountered in the analysis,outlines the general situation of our existing problems.Then through the methods of literature research,through the relevant provisions of the law of the sea and the pan Dirk Dayton law countries and regions looking for the widespread accessibility format version of the production,distribution,access difficulty and contradiction.Through absorbing the experience of foreign legislation through comparative law research methods.Further explore the subject of copyright restriction system,object and specific restrictions on the content of proprietary rights and methods,and finally combined with China's national conditions for the amendment of the copyright law made some suggestions.
