The right to accessible reading refers to a basic human right of people with reading disabilities to have equal and unimpeded access to appropriate reading materials and to conduct reading activities.The localization of the right to accessible reading means to build a specific and effective mechanism to guarantee the right within the legal framework of China.The right to accessible reading is based on the value of maintaining human dignity.Its localization helps guarantee the full realization of citizens’ right to education and the right to participate in cultural activities,can promote science and technology to benefit people’s livelihood,and promote the realization of social justice.Although the localization of the right to accessible reading has the foundation of international law and domestic law system,it still faces many obstacles such as the lack of explicit protection of some specific legal document,the inadequate construction of barrier-free environment,and the incomplete transformation of the Marrakesh Treaty.China can consider providing for the protection of the right to accessible reading in the unified legislation on reading for all;it should strengthen the construction of information accessibility based on the forthcoming law on the construction of barrier-free environment;it should establish a registration system for people with reading disabilities,refine the criteria for determining the accessible format version,relax the conditions for circumventing the use of technical measures,expand the scope of rights and obligations of accessible format copy services,establish a mechanism to compensate copyright owners for their interests,and gradually improve the system of restricting the right to accessible reading copyright at the legislative level,and provide protection for the implementation of the right to accessible reading.
