Research On The Administrative Efficiency Construction Of The Management Committee Of Dongying Economic And Technological Development Zone And Countermeasures

With the development of China's economy and society,citizens' awareness of law has increased,and the service function of the governments has gradually manifested itself.On this basis,the reform of the administrative system has become one of the mainstreams.The enhancement of administrative efficiency,as the core content of the administrative system,has been on the important status.As the vanguard of China's reform and opening up,the development of administrative efficiency of the administrative committee of the development zones has become the focus in the field of both theoretical research and practical operation.The administrative efficiency enhancement of China's development zones presents two characteristics,which is enterprises oriented and better execution.In these years,the administrative committees of the development zones have formed many empirical approaches,such as the innovation of administrative system,the improvement of the administrative approvals,and the reform of personnel system.Dongying Economic and Technological Development Zone is no exception.by advancing the reform of the administrative approvals,strengthening the service-oriented mechanism,regulating the administrative actions,DYETDZ has not only strengthened its capabilities of public services and managements,but also created a good environment for economic development for enterprises.However,problems like inefficient administrative approvals,insufficient service awareness,and irregular administrative enforcement still exist because of the slow progress on the reform of the administrative system,high administrative cost,etc.In order to solve the above problems,this thesis applies the theories of new public management,performance management and power balance to analysis the enhancement of administrative efficiency in DYETDZ,and puts forward suggestions on improvement,which are improving the innovation of administrative system,complementing long-term mechanism,building up low-cost government,strengthening human resource management,Strengthening human resource management,and sounding the effectiveness evaluation system.
