Research On The Relationship Between Central Government And Local Government From The Perspective Of The Relationship Between Financial Power And Authority

The relationship of the central and the local government has been an important issue in the national political system.Whether the problem can be dealt with well is directly related to the unity of the country,the stability of politics,the development of the economy and the progress of the society.And financial power and executive power is a central issue to standardize the relationship between governments.Therefore,this paper will study the relationship of the central and the local government from the perspective of the relationship between the financial power and the executive power.This paper first defines the concept of central and local governments,analyzes the relationship of the central and the local government in the background of two modes of single and federalism,leads to the connotation and relationship of financial power and power,and briefly introduces the theory of principal-agent theory and social public needs.Secondly,taking time as the node,the historical evolution of the relationship between the central government and the local government under the perspective of financial power and power of China after the founding of the people's Republic of China is combed,and a scientific summary of the relationship of the central and local governments in the past is made from the perspective of financial power and power.The problems arising in this process are mainly the unsound legal system of financial power and the executive power,the asymmetry of financial power between the central and the local and the boundary of the division of power between the governments.Finally,on the basis of the first two parts,the paper puts forward the Countermeasures for building the relationship between the central and local governments that are suitable for financial rights and responsibilities.In the formulation of relevant laws and regulations to guarantee the rule of law and institutionalization of financial powerbetween the central and local governments,the financial and tax system that matches the financial power and the power of affairs is perfected,and the central and local government coordination mechanism is established to guarantee the expression of local interests.A relatively independent financial supervision and supervision institution should be set up to consolidate the power and responsibility of the government departments.This paper reviews and summarizes the historical evolution of the relationship between the central government and the local government from the perspective of financial power and executive power,and puts forward some countermeasures to the problems that exist in this period,in order to put forward some suggestions for the construction of the relationship between the central government and the local government.
