The Study Of The Chinese Communist Party's Inspection System Since The 18th National Congress

The inspection system of CPC(Communist Party of China)is a top-down supervisory form.In this system,the Party Central Committee,as well as the party committee of provinces(autonomous regions,Direct-controlled municipalities)supervises leadership and its members of subordinate organizations through inspection teams and relevant regulations.During the period of democratic revolution,we established the inspection system,which functioned as a method of inner-party communication and strengthening the organization.In the 1990s,for the purpose of solving the problem about supervising top leaders,the Party Central Committee decided to strengthen Inner-party supervision and rebuild the inspection system.After 2 decades of development,the inspection system has been enriched and improved,playing a significant role in the construction of a clean and honest administration and anti-corruption struggle.Since the 18th National Congress of CPC,the new collective leadership raises the inspection system to a strategic level and makes a series of adjustment and innovation of it.The inspection system is developing more and more deeply.This thesis mainly researches the development status of the inspection system since the 18th National Congress,including the development history,historical localization and development direction.Theory,practice and institution are 3 main research perspectives.Discussion on how to perfect the inspection system is also included.The thesis consists of 4 parts.The first introduces the main content of the inspection system.Basic concept,property and function are defined.The operation procedure is introduced.The origin is elaborated,which includes the ancient inspection system,the foreign supervision system and the Marxist theory of inner-party supervision.The second part is about the development history of the inspection system.According to the function,the development history can be divided into 2 periods:the period of democratic revolution and the period of reform and opening-up.The latter period is made up of 3 stages:the stage of attempt and exploration,the stage of perfection and expansion,and the stage of deeply promotion and innovation.The third stage is the key point of this thesis.The third part analyses the development status of the inspection system since the 18th National Congress.Innovation is a chief characteristic of this stage.It's a kind of multi-level innovation,including theoretical innovation,practical innovation and institutional innovation.In this stage,the inspection system has achieved fruitful results.However,there are also some problems and the system needs further perfect.The fourth part gives some thinking about the inspection system,such as the improvement measures,the fundamental aim and the development trend.The inspection system is both a temporary and a permanent cure.
