Research On The Standardization Of Public Security Law Enforcement Under The Vision Of Good Governance

"Please come to the police for help if you are in trouble",fully embodies the relationship between the people and the police.On one hand,the police,especially the grass-roots police,are one of the closest government officials to the people.On the other hand,the irregularities of law enforcement will directly damage the vital interests of the people.Police is the mediator of social contradictions,but also would be impacted or even hurt by the contradictions.In recent years,assaulting police incidents have also occurred.To this end,the General Offices of the CPC Central Committee and the State Council issued "A Guideline on Deepening the Standardized Construction of Police Law Enforcement".The guideline proposes to promote fairness and justice by regulating law enforcement.Standardization of police law enforcement,is both the refinement of the operation under the strategic layout of "rule of law",but also a sensitive response to the social conditions under "problem-oriented" reform.Therefore,this article mainly through the view of "good governance" theory,analyzes the existing problems and causes of police enforcement at the grassroots level by empirical research on police law enforcement of D City of Guangdong Province.Then through introducing the evolution of the law enforcement mode of England,Japan,Hong Kong,to explore the specific paths of standardization of grassroots law enforcement from the law enforcement officers,law enforcement,law enforcement management and other aspects.This article will be divided into the following five chapters to elaborate:Chapter one,introduction.This chapter will summarize the background and significance of the study,and summarize the domestic and foreign research summary of the theory of "good governance" and the standardization of police law enforcement.Then,summarize the research ideas,methods,innovations and shortcomings of this paper.Chapter two,the theory of "good governance":the new perspective of standardization of law enforcement in the new period.This part is divided into two major points:Firstly,discuss the contents and significance of standardization of law enforcement.Secondly,sum up the basic values of "good governance" theory.The intrinsic values of "good governance" theory about Rule of law,Accountability,Transparency,Effectiveness,Equity and the values of law enforcement about Administration by Law,Accountable government,Open government affairs,Efficiency and Cleanness,Fairness and Justice are fit.Chapter three,China's grassroots police law enforcement situation and thinking based on the "good governance"——based on grassroots police law enforcement practice of D City of Guangdong Province.To judge the status quo of law enforcement by investigating law enforcement subject,law enforcement,law enforcement environment,law enforcement management and other law enforcement status of D City of Guangdong Province grassroots police through the questionnaire,supplemented by the empirical study.Based on "good governance",discuss the problems of grassroots police law enforcement of D City of Guangdong Province and explore the causes.Chapter four,practice and enlightenment of typical model of overseas police law enforcement.Firstly,to summarize the basic situation of police law enforcement mode in England,Hong Kong and Japan.Secondly,to summarize the enlightenment of the standardization construction of overseas police law enforcement to the standardization construction of police law in China.Chapter five,the specific paths of the standardization construction of police law enforcement from the perspective of "good governance".Discuss the paths from law enforcement subject(Law enforcement concept?Training system),law enforcement environment(Responsibility statutory?Reasonable use of auxiliary police?Recognition and support to he police from the masses),law enforcement(Legislation?Procedural justice?Open and transparent?Protect private rights?Responsiveness),law enforcement management(Evaluation and Supervision)and so on.
