With the development of the global economy,the economic strength of many countries has been improved.However,the environment has been damaged seriously,and the number of environmental refugees has been increasing.Due to the vague definition of environmental refugees,the current international law does not give an accurate and proper definition of environmental refugees,so that the environmental refugees cannot obtain the same international legal status as traditional refugees and cannot obtain legally binding assistance.Firstly,on the basis of understanding the definition of refugees and environmental refugees,the causes of environmental refugees are analyzed through natural causes and human reasons,and the necessity of environmental refugee protection is expounded.Secondly,although environmental refugees have not been recognized by the international community,the protection of environmental refugees still has relevant international legal basis.This paper studied the charter of the United Nations,International human rights law,International environmental law and other conventions and declaration,noticed that many rules provide a series of basis for the protection of environmental refugees.In fact,solving the problem of environmental refugees is very difficult.It is mainly reflected in the following three aspects: the environment is deteriorating and the number of environmental refugees is surging;the division of responsibilities between national subjects is unclear;funding for the aid groups is limited.Finally,all countries should pay attention to the problem of environmental refugees and improve the protection of environmental refugees through the following three ways: increasing environmental protection and curbing the trend of the increase of environmental refugees;strengthening the construction of the treaty on environmental refugees protection and clarifying state responsibility;setting up an environmental refugee relief fund.
