With the promotion of public awareness and understanding of the performance management requirements of the public sector and the public sector's performance,the focus of the government more and more in recent years,temporary relief as the government social assistance underpinning means,more and more attention,but in practice,the government temporary relief work performance management means is very limited,is not a system.There is not much research on the performance management of government interim relief,and there is less empirical research on government temporary assistance at the grass-roots level.The author carried out empirical research on the performance management of temporary relief,theoretical research and the M District of Shanghai City,the temporary relief work,problems and practice existing in this area with temporary assistance,temporary assistance design related performance management system,and puts forward the corresponding countermeasures and suggestions.The author carries on the theoretical research to the temporary assistance and the performance management,and carries on the empirical investigation to the temporary assistance work in the M District of Shanghai.The M district public comprehensive assistance center organization,and helping the case project helping the division,the public comprehensive support object,helping object review audit process,helping the center capital source and management center,the overall operation of the process,temporary relief conditions and the proportion of aid and in recent years the development of comprehensive public assistance and the future trends of full investigation on the basis of exploring the existing problems and shortcomings,combined with the existing problems and practice,in the use of management system,target mission information collection,performance evaluation and other methods,especially the 360 degree evaluation method and balanced scorecard performance management tools,combined with the district level temporary assistance to the truth,to evaluate the performance of the system and the establishment of performance evaluation of district level staff,temporary relief organization Operation and feedback mechanism,and on this basis,put forward corresponding countermeasures and suggestions.In the last part,the paper puts forward the shortcomings of the study,and looks forward to the research prospects of the performance management of temporary relief at the district level.
