Study On Temporary Assistance System For Rural Expenditure-based Underprivileged Families In Hebei Province

For a long time,as a marginal group formed under the assistance concept of income as poverty criterion,expenditure poverty group has gradually become the sandwich layer in the social assistance system network.With the increasingly prominent problem of spending-oriented poverty,the social assistance policies for the spending-oriented poverty group are also developing steadily in searching.As an important part of China's social assistance system,the temporary assistance system is an institutional arrangement that provides non-regular and non-quantitative assistance to urban and rural residents who have temporary difficulties in basic living due to unexpected and temporary reasons,which can make up for the deficiency of other social assistance systems in the assistance to expenditure poverty families.With the increasing attention paid to the spending-oriented families in China,the construction pace of temporary assistance system for the spending-oriented poverty families is also accelerating.As a non-economically developed province with large rural population,Hebei province has a large number of rural spending-oriented poverty groups,and the problem of poverty is serious.Therefore,scientific assistance policies are urgently needed to overcome the problem of rural spending-oriented poverty.Therefore,it is a great way to do a good job in poverty alleviation and accelerate rural construction to perfect the policy of rural assistance and establish scientific temporary assistance system for poverty-oriented expenditure.Based on the field research results and current regulations,this paper focuses on the research of temporary assistance for rural expenditure poverty families in Hebei province from five aspects using the research methods of literature review,policy comparison,field interview and quantitative and qualitative combination.Firstly,it defines the key concepts of temporary assistance,rural social assistance and spending-oriented poverty group.And it analyzes the theoretical basis of the research on temporary assistance for rural spending-oriented poverty families.Secondly,the development process of the temporary assistance system is discussed.The construction process and concept of the temporary assistance system in Hebei province is summarized with emphasis.And this paper analyzes the statistical results of field research and summarizes the information in the field interview Thirdly,focusing on the typical problems in the system and summarize them as follows: vague object and standard of rescue;low level of rescue;absence of emergency procedure and rigidity of ruling authority;Analyze the cause of the problem;Forth,aiming at the problems and putting forward some Suggestions,such as improving policy content,innovate management methods,increasing capital investment,improving relief effect,strengthening system concept and improving system effectiveness,so as to improve the assistance system.
