Cultivating The Awareness Of Citizen Rules In Urban Governance In China

With the rise and development of governance theory in the world,as a specific concept of regional spatial governance,urban governance has increasingly become the focus and focus of academic research and discussion.With the rapid development of economic globalization and information technology,urban development is facing many challenges such as economy,society and so on.Governments in different countries apply the concept of governance to urban governance.At present our country compared to western countries for the study of city governance is still in the initial stage,but in the development of China’s socialist market economy,the emergence of a number of big city,city group and mega city,explore new ways of social governance in accordance with the characteristics and laws,is a major issue facing the development of China city.Rule plays a prominent role in the society.At the same time,the coming of the rule era has also caused a series of social problems.Nowadays,domestic scholars have to study and pay attention to the problem of rule consciousness.It is of great significance and value to promote and cultivate citizens’ awareness of rules,especially for China,which is in the construction of a socialist civilized city.This article is divided into five parts:The first part,introduction.This paper introduces the background and significance of the topic,the status of the research,the content and methods of the research.The second part,the proposal of the problem and the definition of the concept.Analysis of the changes in the current urban governance environment and the definitionThe concept of urban governance and citizen rules,and the characteristics and standards of urban governance.The third part reveals the problems in the process of cultivating citizens’ consciousness of rule of law in our country,and deeply excavates and probes into the reasons.The fourth part,the practical enlightenment for the cultivation of civic rule consciousness in the urban governance of the developed countries.This paper mainly introduces the practical experience of Singapore,Berlin and New York in the United States,and draws its characteristics and puts forward some thoughts for the urbangovernance of our country.The fifth part focuses on promoting the cultivation of citizen’s rule awareness in urban governance,and puts forward some suggestions from enhancing citizen’s recognition of rule consciousness,perfecting legal system arrangement,enriching and expanding citizen participation mechanism and so on.
