Habermas's Communicative Rationality And The Modernization Of China's Governance System

In this paper,The third plenary session of the 18 proposed promoting the modernization of national management system and management ability of the new proposition,how to complete this proposition,this paper puts forward the research achievements of western marxists Habermas in order to improve the governing ability,the results of this study is mainly based on Habermas' theory of communicative action and consultation.And "intersubjectivity" is used to construct the theoretical paradigm and the negotiation theory,Habermas' core category,it increases the mutual subjectivity to center position,the person that talks between the equality of rights and opportunities through mutual communication,discussion,achieve mutual understanding,mutual recognition,mutual respect between the main body.This article first expounds the basic principle and significance of Habermas' "intersubjectivity",the basic principles include:(1)emphasizes the right view of interaction between the main body;(2)insists there's no compulsory subjects,to solve the dispute through exchanges and dialogue,debate;(3)emphasizes communicative behavior rationalization;(4)emphasize the importance of specification;(5)emphasizes the significance of informal dialogue and consultation.Second,the analysis is based on the principle of "intersubjectivity" "deliberative democracy"and the national relationship management ability and management modernization,on the one hand,the governance modernization to promote the development of the deliberative democracy;On the other hand,deliberative democracy is the gateway to the way of governance and good governance.Finally,draw lessons from the basic principle of Habermas' "intersubjectivity”,also puts forward several suggestions on national governance capabilities,including:expand to participate in the negotiation of the subject scope,improving negotiations main body consciousness of consultation,negotiation participants negotiation ability,it has clear standards of negotiation issues,expand the negotiated issues,broaden the field,the innovation way of participation,improve the consultation system,strengthen the normative,etc.
