Since the 1980 s,a wave of research on the theory of deliberative democracy has arisen in Western capitalist society.After the end of the Second World War,Western capitalism entered the stage of late capitalism,and the crisis began to emerge.From the economic field,it gradually penetrated into the social,political and cultural fields.Based on this,Habermas was in the synthesis of republicanism and liberalism.His theory of deliberative democracy was established in the study.Habermas takes the critique of the late capitalist society as the starting point.On the basis of predecessors' thoughts,he puts forward the theory of deliberative democracy for solving the crisis of the late capitalist society.Its contents include the theory of communicative action,the theory of public domain and th4 e theory of negotiation.Wait.Communicative behavior is the practical basis of its theory;the public domain is the ideal environment for effective negotiation;the negotiation process and negotiation mode are important guarantees for the realization of citizens' interests.The theory of deliberative democracy has positive significance for demonstrating democratic norms from a cultural perspective,rebuilding social value systems,and creating a democratic theoretical framework that combines theory with reality.However,there are limitations of the times,such as the public domain,the paradox of democracy,and the paradigm of democracy.Under the impact of globalization,and social theory and political theory.At present,China is in a period of social transformation.Drawing on Habermas' s theory of deliberative democracy is conducive to enhancing the benign interaction between the government and citizens,improving the existing democratic political system,and conducive to strengthening political and cultural construction.
