A Study On U.S.-Japan Alliance Diplomacy Towards Myanmar During The Obama's Administration

The formation of alignment is related with the balance of power in international relations,which is a way to achieve status of balance within a certain region or international system.The increasing influences of China in Southeast Asia arouse uneasy feelings from the United States,which is the unique superpower after the Cold War.From 2008,the global financial crisis triggered by the U.S.Sub-prime mortgage crisis brought a huge trauma to the development of U.S.economy.And what U.S.carried out anti-terrorism activities in the Middle East has made national strength a loss.All of these factors made U.S.aware it should adjust its strategic distribution.What progresses that Southeast Asia has preformed showed great potential and attracted U.S.eyes.Then U.S.formulated the strategy of "Return to Southeast Asia"to strength influences and sustain its hegemony in this region.During Obama's administration,U.S.-Japan Alliance diplomacy towards Myanmar was a part of the strategy of "Return to Southeast".Its connotation is the United States using its "old allies" to win "new partners" The time for political and economic reforms in Myanmar is roughly in line with the time for the United States to implement the strategy of "Returning to Southeast Asia".Myanmar's reform needs U.S.support,and U.S.needs Myanmar as a site to complete a "C-type" encirclement to China.So,U.S.and Myanmar form high mutual demands.And Japan has long been coveted this "fertile land" for a long time.Therefore,the interest demands of U.S.,Japan,and Burma formed a cross-interaction.U.S and Japan have formed an alliance diplomacy with each other to coordinate their foreign policies to Myanmar and develop some cooperations.From the point of view of alliance theory to analyze U.S-Japan alliance diplomacy towards Myanmar,the reason of it is not only counterbalance its potential rivals,increase their influence in Myanmar,utilize Myanmar to develop their own economic economy,but also use Myanmar to close distance with ASEAN,and deepen U.S.-Japan alliance.Therefore,U.S.-Japan alliance diplomacy towards Myanmar have had an impact on the US-Japan alliance,Myanmar,China and Southeast Asia region.Myanmar is undergoing profound and comprehensive reforms.The process of democratization will not be reversed.The U.S.and Japan cooperate with each other to bring Myanmar on their side will not stop.And,U.S.-Japan alliance diplomacy towards Myanmar will deepen.How to properly handle relations with Myanmar in a more complex situation,further deepen "Bamboo friendship" with Myanmar,actively carry out multilateral cooperation,and use US-Japanese alliance disagreements may become a countermeasure for China to respond to US-Japanese alliance diplomacy towards Myanmar.
