Research On The Governance Of The Socialist System With Chinese Characteristics Since The 18th National Congress

"Be safe but don't forget the danger,be existed but don't forget the extinction,and be well-governed but don't forget the chaos." It is the most valuable experience and lesson about "administer state affairs well and ensure national security" in Chinese history,which corresponds to the attention and resolution to varieties of complex social issues in modern time.China in the transition period is facing with many severe social issues,such as unbalanced economic structure,unemployment,corruption,urban-rural gap,rich-poor gap,and ecological damage,etc.These problems are not only directly related to the national stability and social harmony,but also related to the sustained development of national economy and the long-term political stability.In order to cope with the increasing and aggravating problems,we must carry out institution governance that focuses on social issues,so as to utilize institution to respond and resolve these social issues.The full text consists of three parts,namely,the introduction,the body and the concluding remarks.The first part is the introduction,it mainly introduce the reasons for choosing this topic,the significance of this research,the research status of this filed and the research content briefly,so as to demonstrate the scientificity of this article and to improve its rigorous.The second part is the body which ranges from chapter two to chapter six.The second chapter explains some concepts and theories related to institution governance.Firstly,the concept of "institution governance" is derived from the definition of "institution" and its significance combined with modern governance concept.Afterwards,the political philosophy of "institution governance of socialism with Chinese characteristics" is drawn from the necessity of "institution governance".Eventually,the implication and influence of social issues are explained from the perspective of the institutional response to social issues,and the necessity of institutional response to social issues is theoretically expounded.The third chapter discusses the historical experience of institution governance and explains how to draw lessons from foreign experience.Thereinto,the historical experience is summarized mainly from the construction process of the institution after the founding of new China,including the adherence to the party's leadership,the adherence to the combination of fundamental institution and specific institution,and the adherence to the way of gradual reform.After discussing the historical experience,we turn our attention abroad and select three representative countries as the research object:modern superpower-the United States,the paradigm of European institution governance—Germany,the late-developed modern country in Asia which is also affected by Confucian culture—Singapore,so as to explore the experience worthy of learning.The fourth chapter analyzes the background of the institution governance of socialist with Chinese characteristics since the 18th National Congress of the CPC.The development of China's productive force in transition requires the removal of institutional barriers.Meanwhile,the pluralism of society and interest groups pursue to change the governance philosophy and governance method.However,our governance system is not perfect and the governance capability is insufficient.Moreover,institutional adjustment must consider social members,practical problems,and social endurance,etc.,so we deadly need to reach a consensus to the core value of our society.The fifth chapter combs the content of institution governance from the perspective of institutional response to social issues.Firstly,to completely solve social issues we must start from institution,implement "five-in-one" top-level design,and carry out comprehensive institution governance.Secondly,institution governance is the close integration of governance system and governance capacity.We should construct complete governance system in formal and informal institutional aspects from the point of legal awareness and problem awareness.In addition,this institution system should be strictly enforced in order to improve the governance effect.What's more,we must consider the history and reality all the time in implementation stage.Thirdly,institution governance is a practice foundation based rational construction,which pays attention to the role of people,so we should integrate the top-down leadership and the bottom-up democratic participation,as well as attach significance to the role of social organizations.In the end,institution governance should regard the fairness and justice of society as the ultimate value goal,which is also the inevitable requirement of social development after profound reform.The sixth chapter discusses the contemporary value and problems of the institution governance of socialism with Chinese characteristics since the 18th National Congress of the CPC,aiming to view Chinese institution governance objectively and comprehensively.The third part is the concluding remarks,which aims to conclude this research and also prospects the future of the institution governance of socialism with Chinese characteristics.It not only investigate the perfection of the theoretical system,but also inspect the executive force of social response in practice.
