Research On The Influencing Factors Of Government Data Openness And Security

At present,with the continuous improvement of information technology and the rapid development of e-government,the government,as the main holder of government data,mastered a large number of original data.Government data are closely related to people’s production and life.In the context of big data,the opening of government data must be safe and effective for the rapid development of the public and society and the implementation of big data strategy.In the field of government data open security research,the research of the western countries represented by the United States is relatively early.In contrast,the related research in our country is still in its infancy,and there is no complete set of theoretical system.The key to open data security research is the study of its safety factors.At present,the research on the influence factors of the open security of government data is relatively short at home and abroad.The research on the influence factors of the open security of the government data is the necessary content of the government’s open data security construction,which has the theoretical and practical significance.There are many factors that influence the openness of government data and the relationship between factors is complicated.This paper studies the influence factors of the open security of government data,combining the qualitative and quantitative analysis,the theoretical basis and the social trend,mainly from the following aspects.First of all,this paper expounds the research background and research status of the factors affecting the open data security of government.It makes a literature review of the existing theoretical results.On the basis of literature review,the theoretical basis of government data open security research is analyzed,including the concept of government data opening,the theory of data rights,the theory of the right to know,the theory of people’s sovereignty and the relationship between government data opening and government information disclosure.Secondly,through the analysis of the main characteristics and main problems of the current research on the open security of government data,based on the summary of the literature review and the advice of experts in the related fields,twelve important factors affecting the open security of government data are selected and selected.Third,through the construction of interpretation structure model,the hierarchical structure relationship between the twelve factors is analyzed,the association matrix is constructed and the hierarchical structure map is drawn through the interpretation of the structural model.The factors of the government data open security are divided into surface factors,middle level factors and deep layer factors.The research points out that the surface factors that affect the open security of government data are the standard of open process.It can be seen whether the standard of government data opening process directly affects the open security of government data,which is an important influence factor of the open security of government data.Fourth,on the basis of explaining the structure of the relationship between the structure model and the analysis of the factors,the results are verified by a questionnaire survey to verify the reliability and validity of the study.Based on the combination of theory and model,quantitative and qualitative,this paper points out the important influence factors on the open security of government data.It puts forward some suggestions to provide reference for the research on the open security field of our government.
