Research On The Problems And Countermeasures In The Administrative Examination And Approval Of The Acheng District Of Harbin City

Administrative examination and approval is an important means of regulating the economy,managing the society,and carrying out administrative regulation.It is the foundation of the government's governance and is also a concentrated expression of state power.After the Eighteenth National Congress of the Party,China entered the seventh round of administrative system reform.The reform is based on the principle of “Accelerating the transformation of government functions and deepening the reform of the administrative system” to handle the relationship between the government and the market for economic reform.core.This article has many types of administrative examination and approval items,it is unscientific to set,there is no clear basis for setting or canceling most of the administrative examination and approval items,and under the ambiguous background of the reform of most government departments,based on the legislative theory of administrative procedures,using literature research.Laws,case analysis methods and other methods,taking the Acheng District Administrative Examination and Approval Service Center as an example,comprehensively expounded on the status quo of the administrative examination and approval work in Acheng District and the main results achieved in the administrative approval of Acheng District.Through summarizing the research of practical work and drawing lessons from advanced cases in advanced regions in China,it was found that the administrative examination and approval work in Acheng District has problems such as the failure of the reform of the administrative examination and approval system,the inadequacy of the administrative approval authority,and the difficulty in implementing the smart approval platform.Based on this,the reasons for these problems were studied and analyzed,and the countermeasures to solve the problems were proposed.
