Study On The Reform Of Administrative Examination And Approval System In Wujin District Of Changzhou City

In recent years,the reform of administrative examination and approval system in China has been promoted orderly,which has effectively released the market vitality,eased downward pressure on the economy,and provided opportunities for entrepreneurship,innovation and new drivers of development.The achievements are earned hardly,however,there is still a gap between them and the social development goals and people's expectations.At present,this reform enters into the deep-water area and the critical stage.The fields with small difficulty in reform have been broke through and the rest are formidable fortresses,however,if one of fortresses is broke through,the dividends of reform may be many times of before.Therefore,it is not difficult to find that there are still many problems to be solved when studying the current situation of the reform of the administrative examination and approval system.The further study of these problems is of great significance to further promote the reform of the administrative examination and approval system.Wujin District,Changzhou City is the Demonstration Base for Mass Entrepreneurship and Innovation of State Council and National Industry and City Integration Demonstration Zone,which ranks the top 100 counties and districts over the years.Based on the reform practice of the administrative examination and approval system in Wujin District,Changzhou City,this paper takes various specific work in the reform as the main research subjects,compares the reform practice of other districts at home and abroad through comprehensively analyzing the reform measures and effects in Wujin District,deeply explores the problems existing in the current reform of the administrative examination and approval system,and studies the solutions in combination of relevant theory of public administration.This paper is divided into five aspects.The first part mainly focuses on the value and significance of this study,which is from background analysis to research status at home and abroad,to the overall idea and general logic of the research.The second part defines and describes the basic concept of administrative examination and approval,administrative examination and approval system as well as the reform of administrative examination and approval system,introduces the relevant basic theories of theory of market failure,theory of service-oriented government and e-government theory,and explains how to use these theories in this paper,so as to lay a theoretical foundation of this paper.The third part analyzes the current status of administrative examination and approval system reform in Wujin district,Changzhou City from the macro level to the micro level,summarizes the achieved results and analyzes the existing problems and causes.The fourth part sorts out and summarizes the reform practice of the administrative examination and approval system in the two developed countries and the domestic reform advanced areas through the horizontal comparison and reference,and then remedies the case in combination of the actual situation of Wujin District.On the basis of the actual situation of Wuj in District and learning from the successful experience of the reform of administrative examination and approval system in other regions at home and abroad,the fifth part of this paper puts forward that the reform of administrative examination and approval system in Wujin District,Changzhou City shall be deepened from four aspects of clarifying the reform work concept,optimize the local administrative management system,improve the linking mechanism between examination and approval regulation,and create a good macro-environment for reform.It is expected that the exploratory study in this paper can provide inspiration and reference for the local governments to carry out the reform of administrative examination and approval system and contribute to the modernization of building a service-oriented government and accelerating the transformation of government functions and governance capabilities.
