With the continuous deepening of reform and opening up and the rapid development of tourism,regional tourism brand construction,tourism management responsibilities,government responsibility exploration and other issues have increasingly become a hot topic in the research of public management theory.Especially since the beginning of the 21 st century,party and country leaders attach great importance to brand building and make brand building as an important measure to promote the long-term development of regional tourism.The Heilongjiang Provincial Committee and the provincial government also planned the overall development strategy of Harbin's tourism and cultural undertakings in 2017,highlighting the continued development of the brand characteristics of the central street in Harbin,further protecting the overall architectural style of the central street,strengthening the management of the leading capacity of the government city and the implementation of its responsibilities,scientifically,efficiently,continuously accelerating the long-term layout and healthy development of the special tourism industry in Harbin.Therefore,this paper focuses on the issue of government responsibility in the construction of central street brand in Harbin,based on a systematic overview of the connotation and elements of brand construction and the main contents of government responsibility,clarified the theoretical foundation and important significance of establishing the brand of Harbin Central Street.Focused on a profound discussion of the issue of government responsibility,status quo and mechanism of Harbin Central Street brand construction,trying to find the way of government responsibility in the construction of Harbin central street brand building during the process of discovering problems,in order to contribute meager strength to the urban tourism industry,improve government accountability and economic development.
