Research On The Public Security Management Of Foreigners In Dehong Prefecture Under The Background Of “Belt And Road”

The construction of the Belt and Road,the China-ASEAN free trade area,the Bangladesh-China-India-Myanmar(BCIM)economic corridor,the Great Mekong Sub-region(GMS),the foreign economy zones of the Kunming-Baoshan-Mangshi-Ruili and etc accelerate the regional cooperation and bring more opportunities to Dehong autonomous prefecture,Yunnan province,china.However,The number of foreign nationals who enter Dehong autonomous prefecture to invest in the business,trade,travel or cross through the border is gradually increasing year by year,which also cause a bad impact on the autonomous perfecture's social security administration.The influx of large numbers of foreign nationals into Dehong autonomous prefecture has made it difficult to effectively monitor them with the national law.Although foreign migrant workers have made up for the “labor shortage” in some industries in Dehong autonomous prefecture,the increasing number of illegal immigrants,illegal residence and illegal employment(abbreviation of three illegal acts)has resulted in the cases of foreign personnel robbery,theft,murder,drug abuse,drug trafficking,gambling,smuggling and trafficking women taking place frequently,which not only bring some negative effects on Dehong autonomous prefecture 's economic and social development,but also bring severe challenges to its public security and border security.The security administration of border area is closely related to national security,but Dehong autonomous prefecture lacks effective and standardized management of foreign personnel at present.Therefore,the study of the public security management of foreign personnel in Dehong autonomous prefecture will help to promote its innovation of the social security management,improve the effect of preventing and combating crime,enhance public security,further stabilize the social order,promote the Dehong autonomous prefecture's social,economic,cultural development in order and sustainable,and also have very important practical significance for Dehong autonomous prefecture to maintain the harmony and stability of the border areas and to actively integrate into the national Belt and Road Initiative construction.Through extensive investigation,and analysis of present situation and the management difficulty of foreign personnel security management in Dehong autonomous prefecture in the perspective of Public Management,this paper will explore new initiatives of foreign personnel security management in Dehong autonomous prefecture on the background of The Belt and Road,and put forward a new mechanism for the establishment of effective security management of foreigners.
