Effect Analysis Of The "Belt And Road Initiative" Network Public Diplomacy-an Interview Study On Foreign Students From Countries Along "The Belt And Road"

As an epoch-making public diplomacy,the "Belt and Road Initiative" is of great significance to the global dissemination of China's national image and the maintenance of its national interests.In the network society,to participate in cyberspace governance in depth and probe into the global narrative mechanism of our country,we should focus on the study of the effect of the "Belt and Road Initiative" network public diplomacy,and construct a effective mechanism of an introverted network public diplomacy for foreign students in china with political connotations.Through literature review,this paper summarizes the two orientations of public diplomacy effect evaluation:? based on the subject of public diplomacy,to measure the outputs of public diplomacy;? based on the object of public diplomacy,to measure the object's assessment of the outcomes of public diplomacy.Since public diplomacy takes the form of attraction rather than coercion,therefore,this paper adopts the method of evaluating the effect of public diplomacy from the perspective of public diplomacy object.In order to measure the effect of the "Belt and Road Initiative" network public diplomacy,the author uses semi-structured in-depth interview method to interview 24 foreign students in China who are from countries along "the Belt and Road",and makes a deep investigation on their use of network media,also investigate their cognition,attitude and communication behavior on the "Belt and Road Initiative".The study found:the effect of the "Belt and Road Initiative" network public diplomacy for foreign students in China is not ideal,the main factors influencing the effect include communication level(including information channel and information access,etc.),relationship level(the relationship construction between state and other country's public).Based on this,this paper puts forward a model of constructing an effect evaluation method system of network public diplomacy:? effect evaluation path--should based on the perspective of public diplomacy's object,focus on the object's evaluation of the outcomes of public diplomacy;? the effect research methods-public opinion poll or interview method,deep mining the object's effect evaluation mechanism;? effect evaluation index--two core indicators,including the effect of communication and relationship construction;and the effectiveness of the relationship can be evaluated by using the Organization-Public Relationship Assessment scale.
